The City of Fresno is currently seeking energetic, hardworking individuals to join our team and achieve our mission of Building a Better Fresno!

There is currently one vacancy in the Department of Public Utilities, Wastewater Management Division. Incumbent will implement and operationalize safety management systems through technical training programs; the creation of policy and procedures; and identification and remedy of safety concerns. The Training Officer seeks to promote safety through policy development, hazard investigation, data collection, risk analysis, oversight programs, and information sharing. In addition, the Training Officer will evaluate current training materials for department staff and establish metrics to monitor and evaluate performance standards. The position will also assist in the technical writing of grant applications to secure funding for training, safety, and security for the department.

Training Officer is an unclassified position in which the incumbent serves at the will of the Department Director.


THE REQUIREMENTS

Applicants must meet the minimum qualifications on or before the posted filing deadline. 

Graduation from an accredited college or university with major course work in education, human resources, organizational behavior, business administration, public administration, or related field; 

AND 

Four years of progressively responsible experience in planning and conducting employee training and development courses for a governmental agency or large private company. Additional qualifying experience may be substituted for the education on a year-for-year basis, up to a maximum of two years. 

Possession and continued maintenance of a valid California driver's license is required.    

In addition to the above, the ideal candidate will possess experience in training programs involving safety; possess strong communication and people skills; the ability to work with individuals from different agency job functions; the ability to coordinate activities; possess strong customer service skills; possess a clean driving record and have excellent project management and planning skills. 

Possession of an Associate Safety Professional (ASP), or higher-level safety certification, issued by the Board of Certified Safety Professionals is highly desirable.

Transit Safety Institute/Federal Transit Administration experience is also desirable.

ADDITIONAL REQUIREMENTS

The selected candidate must successfully complete a department interview and a Department of Justice fingerprint process.

At time of appointment must obtain and maintain for the entire term of employment in this class, a valid Class C California Driver's License.

HEALTH REIMBURSEMENT ARRANGEMENT: To reimburse retirement medical insurance and qualified medical expenses.

BILINGUAL PREMIUM: PAY: $100 per month

RETIREMENT: City of Fresno Retirement Systems, one of the best funded public systems in the state.  Reciprocity with other CA public agencies. Vested in Retirement benefits after 5 years of service. City employees do not participate in Social Security.  

DROP (Deferred Retirement Option Program):an optional, voluntary program that allows an employee to deposit retirement benefits in a special savings account within the Retirement System while continuing to work for the City of Fresno for up to 10 years.  Participation minimum is age 50 and vested.  Benefits includes ownership of accumulated funds, compound interest earnings, and alternative distribution options.
