**CODE ENFORCEMENT OFFICER**

JOB VACANCY REFERENCE # 2025-14

**QUALIFICATIONS**

High school or equivalent

Minimum of two (2) years of experience in one of the following areas: customer service, building trades, code compliance/enforcement, or law enforcement.

Experience In Governmental Customer Service Preferred

Valid Florida Driver's License with clean driving record

Florida Association of Code Enforcement Level 1 Certification or obtain Certification within one year of hire.

Certification as Building Code Inspector as outlined in Florida Statute 468 preferred.

Complete 16 hours of continuing education every two (2) years to remain certified.

**RESPONSIBILITIES**

Ensures the safety, health and general welfare of the public through compliance with code requirements.

Performs a variety of field and office work in support of the City's local code enforcement program; responds to complaints, enforces and inspects for violations of City Codes, Standard Housing Code, Standard Unsafe Building Abatement Code, International Property Maintenance Code, Land Development Regulations (LDR), and other matters of public concern. Violations include, but are not limited to: overgrown lots, abandoned vehicles, trash and debris. With the assistance of the Building Official, Building Inspector, and/or Fire inspector, initiates code enforcement proceedings in respect to violations of the Florida Building Code and the Florida Fire Prevention Code. Initiates enforcement procedures pursuant to F.S. 162 and conducts follow-up inspections to ensure compliance. Duties include researching code requirements, notifying owners of violations, issuing Civil Citations, monitoring compliance time, and monitoring foreclosed properties.

Receives and responds to citizen complaints and reports from other agencies and departments on alleged violations of the City code and related municipal codes and ordinances; interviews complainant and witnesses if possible; conducts investigations and provides recommendations for resolution.

Conducts regular patrol and field investigations of various properties/areas throughout the City for visible violations including but not limited to alterations and work requiring permit issuance; attempts to make contact at the residence or business in order to resolve violation; issues and posts warning notices, notices of violation, corrective notices, orders to comply, and related documentation for code violations; schedules and performs all follow-up functions to gain compliance including letters, inspections, calls, meetings, discussions to ensure compliance with appropriate codes and ordinances. Prepares evidence in support of legal actions taken by the City; appears and presents before the Special Magistrate in public hearings as necessary; testifies at hearings and in court proceedings as required.

Maintains documentation and case files on all investigations, inspections, enforcement actions, and other job-related activities including detailed information regarding code enforcement activity to substantiate violations; draws diagrams and illustrations and takes photographs.

Prepares a variety of written reports, memos and correspondence related to enforcement activities.

Patrols in a City vehicle to identify and evaluate problem areas and/or ordinance violations

Coordinates with the Building Official, Department Directors, and City Manager or designee to provide support for needed field-related inspections or contacts, or called upon to investigate related matters specific to the needs of those staff/departments.

Attends meetings, as needed, and serves as a resource to other City departments, general public and outside agencies in the enforcement of the City Ordinances and International Property Maintenance Code; provides research documentation for meetings; interprets nd explains City codes and regulations to members of the general public, contractors, business owners and other interested groups in the field, over the counter and on the phone.

Operates a computer database to enter, process and acquire data relative to complaints, inspection sites, and effective code enforcement; researches complaints.

Locates vacant residences and businesses; posts at property if necessary; checks vacant building regularly for vagrants, transients and other forms of safety health issues.

Makes contact with businesses which have failed to secure or renew a Business Tax Receipt, or which may need an inspection specific to their BTR records, in conjunction with the City Business Tax Receipt Office.

Assists in maintaining the City's Federal Emergency Management Agency (FEMA) National Flood Insurance Program (NFIP) rating.

Assists with implementation of the City's Interlocal Agreement with Brevard County related to E911 addressing.

Is a member of the on-call Damage Assessment Team and performs inspections relating to emergency response situations and/or assists with other disaster relief-oriented duties.

Assists other City Hall Department staff to provide building and customer coverage, and to collaborate with fellow co-workers specific to matters which relate back to code implementation in a team-orientated manner.

Assists with general office duties such as but not limited to: answering phones, assisting residents; responding to Public Records Requests such as lien information; City Codes, rules and regulations; address assignments (new/changes/corrections). Meets with residents, condominium/homeowners associations as requested or assigned.

**SUMMARY**

Responsible position providing for the safety, health and welfare of the community through enforcement of building, zoning, housing, fire safety, environmental and other codes and ordinances. Performs a variety of inspections in enforcing City codes; requires the use of independent judgment, discretion and diplomacy. This position may require evening and/or weekend work.
