THE POSITION

The Plumber position provides critical maintenance and emergency repairs to plumbing infrastructures owned by the City of Sacramento. The assets include, but are not limited to, fire stations, parks, community centers and government buildings.

IDEAL CANDIDATE STATEMENT

An ideal Plumber candidate will be a skilled tradesperson, proficient in installing and maintaining piping systems in residential and commercial settings. They will be skilled in installing and maintaining a variety of plumbing systems for water, sewer, gas, and pneumatic systems. They will be familiar and proficient in using a variety of tools and equipment used in maintaining plumbing infrastructures. The candidate will be skilled in gluing, brazing, and soldering all types of pipes including copper, galvanized, PVC, and ABS. This candidate will be able to read blueprints and schematics. They will be able to work in a team setting autonomously and work in multiple environments including tight spaces.

This is skilled work of journey-level in the safe and legal installation, maintenance, and repair of plumbing systems in and around City buildings and grounds or on private property where such work is the City's responsibility. The work involves performance of a variety of plumbing tasks in installing, maintaining, repairing, and servicing all types of fixtures and equipment. Almost all work is performed independently. Work assignments are received orally or through written work orders and work may be inspected on completion for conformity to instructions and quality of work.

DISTINGUISHING CHARACTERISTICS

The class of Plumber performs journey-level plumbing duties under general supervision and is distinguished from the next lower class of Plumber Apprentice in that the latter performs semi-skilled work in a training capacity under close supervision. Under this training concept positions assigned to the Plumber class may be filled at the Plumber Apprentice level and advancement occurs after the incumbent is substantially performing the full range of duties and meets the qualification standards of the Plumber class. Plumber is distinguished from the next higher class of Senior Plumber in that the latter provides lead supervision.

SUPERVISION RECEIVED AND EXERCISED

General supervision is provided by a Senior Plumber or Mechanical Maintenance Supervisor.

ESSENTIAL DUTIES AND RESPONSIBILITIES

EXAMPLES OF DUTIES

Depending upon assignment, duties may include, but are not limited to, the following:

- Install, maintain, and repair residential and commercial plumbing, steam and hot water systems complete with all fixtures, hot and cold waterlines, and waste, vent, and sewer lines.
- Install, maintain, and repair compressed air lines including compressor and hose reels.
- Install, maintain, and repair fire sprinkler systems, piping for swimming pools, wading pools, pumps, filters, and related equipment.
- Install, maintain, and repair septic tanks and leach lines and underground irrigation systems including circulating pumps.
- Test, maintain, repair fuel or storage tanks, product lines, vent and vapor recovery lines, and product pumps and dispensers.
- Operate pipe cutters, reamers, threading machines, sewer machines, and other plumbing tools and equipment.
- Keep records of work and make reports.
- Perform related duties as required.

QUALIFICATIONS

Knowledge of:

- Standard tools, methods, practices, and materials of the plumbing trade.
- Prevailing plumbing codes.
- Hazards and safety precautions of the work.

Ability to:

- Learn California underground storage tank regulations by the California State Water Resources Control Board.
- Make simple time and material estimates.
- Understand and work from general instructions and specifications, and to follow blueprints and sketches.
- Read and write English at a level necessary for efficient job performance.
- Use the tools, materials, and equipment used in the plumbing trade.

Experience and Education:

Three years of experience as a journey-level plumber after the completion of a 4 year plumber's apprenticeship program. Additional years of experience may substitute for the apprenticeship program on a year-for-year basis.

OR

Four years of experience as a Plumber Apprentice with the City of Sacramento and satisfactory completion of four semester courses (12 units) of training from an accredited school in Basic Theory, Use of Tools, Job Safety and Health, Theory and Practice of Welding and Cutting, Principles and Practices of Water Supply and Gas, Drainage, and Basic Drawing. Courses must be approved by the Joint Apprenticeship Committee for the Plumbing and Pipefitting Industry and the State Division of Apprenticeship Standards. A Plumber Apprentice must also pass the Joint Apprenticeship Committee exam before advancing to the Plumber classication.

PROOF OF EDUCATION

Should education be used to qualify for this position, then proof of education such as, but not limited to, university/college transcripts and degrees should be submitted with your application and will be required at the time of appointment. Unofficial documents and/or copies are acceptable. 

An applicant with a college degree obtained outside the United States must have education records evaluated by a credentials evaluation service. Evaluation of education records will be due at time of appointment.


Driver License:

Possession of a valid California Class C Driver License at the time of appointment. Loss of the Class C License is cause for discipline. Individuals who do not meet this requirement due to physical disability will be reviewed on a case-by-case basis.

Residency Requirement:

Employees in this classification must reside within thirty-five (35) air miles from the freeway interchange at W-X Streets, 29th - 30th Streets within one year following appointment.

PROBATIONARY PERIOD:

Employees must complete twelve (12) months of probation at a satisfactory performance level prior to gaining permanent status.

2. Training and Experience Exam: (Weighted 100%) – The questions located at the end of the application are the Training and Experience (T&E) Exam. Responses to the T&E questions will be rated and scored. This exam will evaluate the relevance, level, and progression of a candidate's education, training and experience. The exam score will determine your ranking on the eligible list for this job. When completing the T&E questions, please note:

3. Eligibility: Candidates who pass the Training and Experience Test will be placed on the eligible list. The hiring department may contact candidates for interview at any time during the life of the one-year list. Candidate’s eligibility expires one year from the date of notification of a passing score for the Plumber examination. 


4. Screening Committee: (Pass/Fail)– All candidates that pass the examination and are in one of the top three ranks will have their application forwarded to the hiring department for review. The hiring department will select the most competitive applications for further consideration. Human Resources will only evaluate employment applications for the minimum qualifications, as stated on the job announcement, for applications selected by the hiring department.


5. Conditional Hire: Upon receipt of a conditional offer, the selected candidate must complete and pass LiveScan/fingerprinting. If applicable, candidates may also need to pass a pre-employment medical exam, controlled substance and/or alcohol test, and possess any required licensure or certification prior to receiving a start date from the Department. Failure to meet these prerequisites will be grounds for withdrawal of your conditional offer of employment.
