Job Summary
Inspect properties for housing code violations in accordance with the City of Elkhart Rental Inspection Program. Conduct interior and exterior inspections of substandard properties. Responsible for resolving code violations and achieve compliance with owners regarding unsafe living conditions.
Principal Duties And Responsibilities
- Inspect rental housing properties to ensure that they meet the minimum health and safety standards of the building, fire, safety and maintenance codes of the City of Elkhart.
- Read and interpret building and property maintenance codes of the 2018 IPMC (International Property Maintenance Code) to determine violations and gain compliance.
- Schedule and properly maintain inspections calendar.
- Receive, prioritize and investigate complaints from tenants, citizens and/or property owners regarding the interior and exterior conditions of properties.
- Generate and maintain accurate documentation and inspection reports.
- Issue written warnings, citations and/or other applicable documents.
- Represent the department in legal hearings and trials pertaining to code enforcement.
- Attend neighborhood organization meetings to develop public awareness of the rental inspection program, code requirements and benefits.
- Investigate nuisance violations, including but not limited to, accumulation of trash and debris, dilapidated or abandoned structures, and weeds.
Other Duties And Responsibilities
- The applicant must have the ability to become knowledgeable with International Property Maintenance Codes.
- Must be able to carry out the duties of a Code Enforcement Officer (Rental Inspector) with minimal supervision.
- Must possess a valid driver’s license.
- Perform related duties as required by the Building Commissioner.
Education And Experience
- High school diploma or GED equivalent, with two (2) years’ experience in enforcement field, code compliance, home inspection or construction.
- Proficient in English language, grammar, spelling and punctuation.
- Experience with building codes preferable.
- Knowledge of city streets and neighborhood preferred.
- Must be able to pass the NSPIRE INSPECTOR HUD online certification within 30 days of employment.
Knowledge, Skills, And Abilities
- Ability to understand building and enforcement ordinances.
- A working knowledge of basic mechanical, electrical, and plumbing. As well as building structure.
- Knowledge of nuisance codes
- Ability to communicate effectively and tactfully with the general public and fellow employees.
- Knowledge of computers required.
- Ability to follow instructions.
- Ability to read and interpret codes and ordinances.
- Bilingual in Spanish is preferable, but not required.
Physical, Mental, And Visual Skills
- Will be required to bend, stand, and stoop during inspections.
- Will be required to walk through all types of clutter and debris.
- May be subjected to unkind remarks by ordinance violators.
- Must be able to respond rationally in irrational situations (logical thinking to solve problems).
- Clarity of vision with or without correction.
WORKING CONDITIONS
Work is performed in a 40 plus hours per week and divided between office and the field.
Post Offer Testing Requirements
- The City of Elkhart is a Drug Free Workplace. Therefore, successfully passing a post offer drug screen is required (random drug testing may be conducted after employment).
- Background checks producing acceptable BMV and criminal history reports required.
