BRIEF DESCRIPTION

Duties include operating the animal control center, providing care for the animals, performing various administrative tasks, assisting with a variety of public outreach and educational initiatives, capturing and impounding stray, vicious, or injured animals located while on patrol or in response to complaints, disposing of animals using humane methods as well as record keeping and reporting.

Responsible for investigating and taking appropriate enforcement action for violations of state animal cruelty laws and local animal regulatory laws ranging from infractions to felonies.

IF LICENSED AS A PEACE OFFICER

Under the direction of the City Marshal, a Deputy Marshal serves as a peace officer of the City with full police authority in the exercise of assigned duties (pursuant to Tex. Code Crim. Proc. Ann. art. 2.12(3) and Ordinance No. OR10-2016-52); enforces federal and state laws, and all rules, regulations and ordinances adopted by the City Council; executes warrants of arrest, subpoenas, summons, and other legal process issued by a judge of the municipal court; and performs other duties as assigned by the City Marshal or designee. Deputy Marshals are not covered under the Municipal Civil Service provisions of Tex. Loc. Gov’t Code Chapter 143.

NECESSARY KNOWLEDGE, SKILLS, AND ABILITIES

  • Knowledge of Federal, state and local laws and ordinances relating to animals
  • Ability to develop and maintain cooperative relationships with the public
  • Methods and techniques of investigation including rules of evidence, laws of arrest, and court procedures
  • Physical and behavioral characteristics of common dogs, cats, livestock, and exotic animals
  • Knowledge of computerized record keeping and filing methods
  • Ability to perform minor repairs on equipment, vehicle, and police radio
  • Knowledge of common disease symptoms in domestic animals
  • Knowledge of methods and techniques of humane euthanasia
  • Knowledge of pharmaceuticals commonly used in the treatment of animals
  • Knowledge in animal disease and prevention
  • Ability to have customer service objectives and strategies
  • Ability to write reports

Must be able to deal with the public and fellow employees in a tactful, considerate manner; concerned and interested in providing humane treatment for animals

IF LICENSED AS A PEACE OFFICER

Skill in the use of firearms, defense tactics and related law enforcement equipment. Ability to maintain firearms qualification and other required training

EDUCATION AND EXPERIENCE

High school graduate or equivalent and at least one year of experience working with animals; OR

Any equivalent combination of experience and training which provides the required knowledge, skills, and abilities.

CERTIFICATES AND LICENSES REQUIRED

A Valid Class C Texas driver license and the ability to maintain a satisfactory driving record

Certification from the Texas Department of Health as a Certified Animal Control Officer is desirable; must be obtained within twelve (12) months of hire date.

Euthanasia Certification within six (6) months of employment.

ENVIRONMENTAL FACTORS AND SAFETY HAZARDS

Primarily in an indoor environment with the ability to operate outdoors when needed. May be exposed to extreme heat and cold during summer and winter months.

TOOLS AND EQUIPMENT USED

Standard office equipment including multi-line telephone, hand held radio, cell phone, computer, calculator, camera, copier, scanner, printer, etc. As well as various animal capture/transport equipment, syringes, hypodermic needles and maps.
