About the Position

Town of Hillsborough, NC (pop. 9,700) requests applications for Information Technology Manager. The IT manager leads Hillsborough's strategic planning and technology implementation, including reviewing and evaluating new technology and planning for future needs. As part of the Administrative Services Department, this position works with 5 departments and 19 divisions located in 11 buildings. The IT manager collaborates with the department management and the town-wide operations teams, to define the direction for IT infrastructure, security, and training. The IT manager is responsible for supervising the town’s information technology systems and projects, including the contractor providing end-user support to 130 employees.

Job Duties

  • Oversee the main computer systems, network administration, database management systems, access control systems, and telecommunications, including voice over internet protocol. 
  • Manage contractors and projects.
  • Keep the town up to date with current technology and best practices.
  • Develop policies and procedures to protect the confidentiality, integrity and accessibility of the town's digital information. 
  • Prepare and manage IT budget (proposed 1.01 million in Fiscal Year 2026).
  • Provide all pricing and equipment recommendations, justifications, risk assessments, and vendor selection; negotiate purchasing contracts. 
  • May serve as the administrator for Federal Communications Commission radio licensing and tower registrations.
  • Provide technical assistance to other departments.
  • Perform related duties as required.

Position Qualifications

Education and Experience:

  • Requires a bachelor's degree in computer science, information technology or related field and four years of experience in information systems management; or any equivalent combination of training and experience that provides the required knowledge, skills, and abilities. Local government IT experience is preferred.
Licensure, Certification, and Specialized Training:
  • Certified Government Chief Information Officer (CGCIO) certification preferred
Working Conditions and Physical Requirements:
  • Must be physically able to operate a variety of automated office machines. 
  • Must be able to exert up to 50 pounds of force occasionally and/or use a negligible amount of force frequently to lift, carry, push, pull or otherwise move objects.  Must be able to push or pull weights of up to 20 pounds.
  • Sedentary work involves sitting most of the time, but may involve walking or standing for periods of time.
Candidates may be asked to participate in a telephone interview, writing assignment, and in-person assessment center.
