General Purpose

To provide professional technical assistance and support to City network users. This position maintains computer hardware and software, server maintenance and updates, records maintenance, documents resolutions, and network administration. Responsible for working with City Administrator and Department Heads to develop and present I.T. policies and updates for approval by the City Council. 
Additional Position Information

  • Starting wage range between $36.19-$41.62/hr., DOQ
  • Flexible work schedule
  • Minimum of 24 hours per week, with opportunity to move to full-time, based upon performance. Benefits applicable IF position transitions to Full Time.

Essential Job Functions and Responsibilities

Essential Duties and Responsibilities
Hardware

  • Install, update and troubleshoot computer workstations and mobile device hardware. 
  • Install and maintain accurate inventory of software licenses for City employees. 
  • Maintain telephone and Xmedius fax system, and work with vendors as necessary.
  • Ensure the maintenance of printers, copiers and record sharescan users.
  • Responsible for ordering printer and copier supplies, as needed.
  • Install and terminate network cables. 
Software
  • Install, update and troubleshoot computer and mobile device software applications. 
  • Install and maintain accurate inventory of computer equipment for City employees. 
  • Maintain software and licensing renewals, get quotes, order, and install key codes.
  • Add and remove users from active directory and Microsoft licensing. 
Customer Service
  • Perform cyber-security-related tasks, to include prevention, risk management, and emergency contingency planning
  • Provide technical assistance to all departments in the procurement, installation, and operation of computer equipment suitable for their needs.

  • Respond to telephone calls, emails and personnel requests for end user technical support
  • Identify, research, respond and accurately resolve technical problems in a timely manner. 
  • Diagnose technical problems to determine level of technical assistance required; if unable to resolve problem, contact a consultant to resolve issue. 
  • Help and assist with setting up Conference Room equipment and provide technical support.
  • Train PC users in software and operating systems use.
Other
  • Maintain and update City’s official website and assist with City-sponsored social media sites.
  • Maintain accurate records in network management systems such as Active Directory. 
  • Maintain Routing, Switching and Firewall Management, to include Firewall configuration audits and updates. 
  • Produce reports for helpdesk activity and efficiency. 
  • Maintain warranties, registration certificates, maintenance logs and backup media logs. 
  • Restore and back-up computer files and servers, along with monthly server updates and restarts. 
  • Organize, schedule, prioritize and perform work and complete assignments accurately, and within deadlines with a minimum of supervision. 
  • Attend continual education, ongoing training and meetings as assigned.
  • Document resolutions for future reference.
  • Perform system backups and restores on Network servers and personal computers.
  • Review active / inactive users and their rights.
  • Review Microsoft 365 tenant logs. 
  • Review Microsoft 365 tenant administrative users.
  • MFA - Multi-factor authentication.
  • Assist with review and updates of City Information Technology policies.
  • End user IT, security and e-mail training and simulation testing.  
  • Review and update Access Permissions to the City's hosted website.
  • Update City's network and data center diagrams.
  • Annual penetration testing.
  • Update Vmware Operating systems and Vcenter. 
  • Prepare annual I.T. budget and identify priority needs.
  • Test and evaluate new technology.
Peripheral Duties:
  • Operate a vehicle.
  • Carry a mobile device for contact outside of normal business hours, and respond to after-hours emergencies.
  • Perform additional tasks as requested or required

Qualifications

Minimum Requirements

  • Associate degree in Computer Science or related field; or three (3) years of experience working with PC hardware and software equipment.
  • Preferred proficiency with Windows, software and hardware installation, computer utilities, printer repair; or any combination of education and experience that provides equivalent knowledge, skills and abilities. 
  • Experience working with VoIP and FOIP systems.
  • Possess and maintain insurance acceptable driver’s license. 
  • Must be able to pass a criminal background check.

Vacation/Paid Time Off (PTO) Schedule:
One (1) Year of Service                      Seven (7) Days

Retirement Fund:  All employees eligible under the State of Wisconsin Retirement System will be participants in the Wisconsin Retirement Fund.  The City and the employee shall make such contribution to the WRS as may be required by law.

Health Insurance:  All employees eligible under the State of Wisconsin Retirement System (WRS) are eligible to participate in the City's Health Insurance Program. The City and the employee shall share contributions for this benefit.

Life Insurance:  All employees eligible under the State of Wisconsin Retirement System (WRS)  may elect to participate in  the State of Wisconsin Group Life Insurance Program. The City and the employee shall share contributions for this benefit.

Income Continuation Insurance:  The City provides each eligible employee with Income Continuation Insurance through the Wisconsin Public Employers' Group Income Continuation Insurance Program to protect the income of City employees during short or long periods of disability.

Sick Leave:  One day of sick leave per month (12 per year) will be granted to all eligible employees at their prevailing wage rate based on an eight (8) hour day.
