PURPOSE OF CLASSIFICATION

The purpose of this classification is to manage and supervise operations of the Town’s Parks and Recreation Department, including oversight of facilities, programs, operations, and personnel.

Essential Functions

The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.

Selects, supervises, directs, trains, schedules and evaluates assigned personnel; processes and recommends solutions to employee concerns and problems, directs employee work, counsels employees, disciplines as needed, and completes employee performance evaluations and checkpoints; models Town’s organizational values and ensures positive employee engagement within the department.

Coordinates daily work activities; organizes, prioritizes, and assigns work; monitors status of work in progress and inspects completed work; consults with assigned staff, assists with complex/problem situations, and provides expertise where needed.

Assists in developing and administering Department operating budget and Capital Improvement Project (CIP) budgets for areas of assignment; monitors expenditures to ensure compliance with approved budget; assists in developing and implementing long and short-term plans, goals, and objectives pertaining to department projects and Town parks/equipment; meets regularly with Director & staff to review budget issues; makes purchases according to the Town’s purchasing policies; monitors department expenditures using Town’s financial management software program to ensure availability of budgeted funds in various accounts; notifies appropriate management staff of high expenditure levels; provides budgetary input and recommendations for both operating costs and capital improvement projects; ensures revenues are generated for various programs depending on participation costs; develops, implements and manages capital improvement project completion.

Supervises and manages the implementation of various recreation-related events and programs for the community in general or for a specific segment of the community; researches effectiveness of programs, events, or activities currently provided by other organizations; assesses needs/interests of the local community; determines appropriate activities to offer, participant fees and anticipated revenues; schedules activities to avoid conflicts with previously scheduled events; compiles data pertaining to event and program costs, participation levels, revenues, or other data; evaluates participation levels and overall success of each event to determine feasibility for continuation; recommends addition, deletion or revision of programs as appropriate

Supervises and manages the implementation of athletic programs and activities associated with the various assigned facilities; determines program and activity fees; schedules use of fields and facilities for games, leagues, tournaments, special events and camps; compiles data and maintains records relating to program activities, including registrations, attendance, and utilization rates.

Supervises operations of the assigned facilities; inspects athletic fields, playing fields, gymnasiums, classrooms and park facilities to ensure proper conditions for programs/activities; evaluates facility conditions and weather conditions, and makes decisions to close parks or facilities or cancel activities as appropriate; identifies maintenance problems and initiates requests for necessary work.

Manages various park and/or Community Center projects; develops and coordinates park and athletic facility maintenance, schedules work projects around athletic and program schedules.

Coordinates projects with other departments, athletic leagues/field maintenance, contractors, utility companies, outside agencies, or others as needed; provides assistance to other departments as needed; provides information to the public regarding projects which affect them.

Manages and coordinates maintenance project activities; prioritizes and schedules projects; coordinates use of outside contractors as appropriate; conducts project/site visits/inspections to monitor project activities and ensure compliance with codes, approved plans, specifications, and established schedules; meets with lead supervisors regarding current projects; monitors progress in meeting project deadlines; documents progress of projects and status of compliance issues; troubleshoots problems and initiates problem resolution; reports progress of projects to director.

Coordinates and oversees work performed by outside contractors; prepares and reviews bids/proposals and makes recommendations for vendor selections; monitors quality of work, progress in meeting project deadlines, and compliance with terms of contract; meets with contractors and provides direction; troubleshoots problems and initiates problem resolution.

Serves as the Town’s liaison with youth sports providers; communicates extensively with providers to coordinate scheduling and use of the Town’s indoor and outdoor facilities for various youth sports leagues; manages the various Special Use and Inter-local Agreements with the Palm Beach County School District; makes recommendations for changes to Special Use and Inter-local Agreements; reviews and recommends facility improvement requests made by youth sports providers and oversees related projects within Town facilities.

Oversees the supervision of organizations or individuals using Town recreation facilities; develops and explains policies and procedures to program participants; handles situations involving excessive noise, disruptive behavior, or other problems; implements conflict resolution; coordinates disciplinary issues as needed.

Collaborates with Community Relations Department to ensure Parks and Recreation programs and facilities are marketed appropriately; provides input for all Department collateral used for marketing and public outreach.

Performs customer service functions in person, by telephone, and by mail; provides assistance and information related to facilities, programs, special events, procedures, forms, fees, or other issues; responds to routine questions, complaints, or requests for service; researches problems and initiates problem resolution.

Oversees collection of registration fees for recreation programs and activities; receives moneys in payment of registration fees or other fees/services; records transactions and issues receipts; balances registration receipts and forwards revenues as appropriate.

Ensures compliance with all applicable laws that govern over areas of responsibility.

Performs general maintenance tasks as needed in support of the assigned recreation facility; completes necessary service calls for additional maintenance and repairs requiring assistance from other departments

Performs various administrative tasks related to personnel, programs, and facilities.

Operates a computer to enter, retrieve, review or modify data; verifies accuracy of entered data and makes corrections; utilizes word processing, spreadsheets, database, email or other programs.

Operates a variety of equipment and tools associated with department programs, projects and activities, which may include a four-wheel utility vehicle, light maintenance equipment, general office equipment, mechanical tools, hand tools, or sports paraphernalia.

Oversees inventory of department equipment, tools, parts, and supplies; ensures availability of adequate equipment, tools, parts, supplies, or other materials needed to conduct projects; obtains competitive price bids for machinery and equipment; initiates orders for new/replacement materials; orders uniforms for employees; reviews/approves invoices and forwards to director.

Communicates with Department Director, Town officials, employees, other departments, contractors, utility companies, other municipalities, state/federal agencies, sales representatives, program participants, parents, sporting officials, athletic organizations, community organizations, vendors, the public, and other individuals as needed to coordinate work activities, review status of work, exchange information, resolve problems, or give/receive advice/direction.

Attends various meetings, serves on committees, and/or makes speeches or presentations as needed.

Maintains a current knowledge of applicable policies, laws and regulations; maintains an awareness of new materials, procedures, trends, and advances in the profession; reads professional literature; maintains professional affiliations; attends conferences, training sessions and workshops as appropriate.

Additional Functions

Provides assistance to other employees or departments as needed.

Minimum Qualifications

Performs other related duties as required.

Bachelor's degree in Recreation Management, Sport Management, Public Administration, Leisure Services, or a closely related field.

At least 5 years of progressively responsible experience in recreation or parks management, including at least 2 years in a supervisory capacity.

A combination of equivalent education, training, and experience that provides the requisite knowledge, skills, and abilities for this position may be substituted.

Must possess and maintain a valid Florida driver’s license.

Must possess a valid Certified Park and Recreation Professional (CPRP) certification through the National Recreation and Park Association (NRPA) preferred and required within two (2) years of start of employment.

Mathematical Aptitude: Requires the ability to perform addition, subtraction, multiplication and division; ability to calculate decimals and percentages; may include ability to perform mathematical operations with fractions; may include ability to compute discount, interest, profit and loss, ratio and proportion; may include ability to calculate surface areas, volumes, weights, and measures.

Functional Reasoning: Requires the ability to apply principles of rational systems; to interpret instructions furnished in written, oral, diagrammatic, or schedule form; and to exercise independent judgment to adopt or modify methods and standards to meet variations in assigned objectives.

Situational Reasoning: Requires the ability to exercise judgment, decisiveness and creativity in situations involving the evaluation of information against sensory, judgmental, or subjective criteria, as opposed to that which is clearly measurable or verifiable.
