The County Administrator's Office is currently seeking a Public Information Officer to join their team. The ideal candidate will have the ability to craft clear, accurate, and compelling messages for diverse audiences.

Under direction of the County Administrator, a Public Information Officer develops, organizes, and manages a comprehensive public information program for the County; informs the public of activities and services of the Board of Supervisors, County departments, and local, state, and federal governments by disseminating information through communication media; advises and assists management in public information and community relations activities; and responds to news media and public requests for information.

In addition to regular vacation and sick leave, this position also receives 104 hours of administrative leave per year. This assignment also includes a 9/80 work schedule, with every other Friday off.

EXAMPLE OF DUTIES

The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. Other related duties may be required and assigned.

  1. Plans, develops, implements and manages the County's public information and community relations program on behalf of the Board of Supervisors, County Administrator, and County Department Heads.
  2. Works with County Administrative Officer to formulate policy for managing public information and media inquiries and to communicate county-wide issues to the public.
  3. Analyzes the extent of public understanding of County programs and determines the need for public information and educational activities; develops and maintains regular contacts with local media outlets.
  4. Implements procedures, standards and guidelines for collection of data; reviews and presents information communicated to the public through the media.
  5. Writes press announcements, releases, prepares feature articles on County services and programs by coordinating with various departments.  Prepares and edits a variety of educational, informational and promotional materials and/or visual aids.
  6. Provides information to media outlets on County services, events, and newsworthy incidents, coordinates radio and television appearances for County personnel and assists in preparing materials for their use.
  7. Plans and coordinates speeches and press conferences; makes speeches before civic and other groups; works with representatives of other agencies in disseminating information concerning County services and activities.
  8. Analyzes current and pending legislation and legislative activities that potentially impact Sutter County.
  9. Evaluates the effectiveness of public information activities; and stays abreast of issues affecting County operations, programs, and services.
  10. Establishes and maintains effective working relationships, listens and responds with tact and diplomacy.
  11. Serves as the Public Information Officer for the Emergency Management Team.

MINIMUM QUALIFICATIONS

Knowledge of:  
News media and public communications methods; techniques for presenting public information and effective presentations; local government and public sector principles and practices; principles and techniques and practices of journalism, expository writing and editing; goal-setting and program development and implementation; social, economic and cultural issues affecting local government; methods of assessing public attitudes regarding county-wide operations and issues and the determination of public affairs needs; techniques for handling confrontational situations with tact and diplomacy; computer applications and techniques as they relate to performance of duties.
 
Ability to:  
Direct and manage public information and community relations program; conduct strategic communications planning; respond quickly and effectively in pressure situations; meet deadlines; organize and self-direct multiple activities; write well and quickly; prepare reports; read and interpret varied and complex materials, including state, federal, and local laws; make public presentations and communicate effectively with the media and other agency representatives on information regarding County decisions and issues; establish and maintain effective working relationships with personnel at all organizational levels, public officials and the general public; instruct, persuade, and/or motivate individuals with diverse backgrounds and business interests; tactfully and honestly provide consultation to top level officials within and outside the County organization; deliver effective public presentations; use standard office equipment, audio/visual equipment, and various software programs relevant to the position. 
 
Education and Experience:  
Equivalent to completion of a bachelor's degree from an accredited four year college or university with major coursework in business or public administration, journalism, marketing, public relations, political science and two years of progressively responsible administrative analytical experience in public communications, public relations, marketing, or program management; or any combination of education and experience that provides equivalent knowledge, skills, and abilities.

SPECIAL REQUIREMENTS

Essential Duties require the following physical skills and work requirements:
Requires the ability to maintain mental capacity which allows the capability of exercising sound judgment and rational thinking under varied circumstances; the ability to exert a small amount of physical effort in sedentary to light work involving moving from one area of the office to another; ability to see; ability to hear and communicate orally; requires sufficient hand/eye coordination to perform semi-skilled repetitive movements, such as using a computer, typing, data entry or use of other office equipment or supplies; ability to operate a motor vehicle.
 
Disaster Service Workers:
All Sutter County employees are designated as Disaster Service Workers during a proclaimed emergency and may be required to perform certain emergency services at the direction of the department and/or County.

License or Certificate
May require the possession and maintenance of a valid California Driver's license.
