Job Overview
Under the general guidance and supervision of the Director of Emergency Management and Homeland Security, performs administrative work assisting in the planning, organizing, and coordinating of activities and assigned functions of Weber County Emergency Management. This position focuses on equipment management, coordinating the Logistics Team, and assists with reviewing and updating emergency plans. Performs work on-scene, in the Emergency Coordination Center (ECC) or Mobile Command, for training, exercise, planned events, emergency incidents, and declared disasters to support response and recovery activities. This position may need to work hours in the evenings or weekends from time to time to accommodate these circumstances. Assists the Emergency Management/Homeland Security Director to work with the Weber County departments, all 15 city/township emergency managers, special districts, private sector and volunteer agencies in preparing for, responding to and recovering from disasters and large emergency events to meet Weber County Emergency Management and Homeland Security objectives.
Essential Functions
Reports to the Director of Emergency Management and Homeland Security on a routine daily basis.
Participates in assigned meetings with internal and external partners within Weber County, Region 1 and the State of Utah. Conducts meetings in the absence of the Director of Emergency Management and Homeland Security. Assumes on call responsibilities in the absence of the Director. Serves on the Local Emergency Planning Committee Executive board in the Planning subcommittee.
Under the direction of the Director of Emergency Management and Homeland Security, supervises the activities of the WCSO Logistics Team while keeping the Director informed about all activities of the Logistics Team, equipment deployment and issues and repair needs for those resources. Ensure that all equipment used by the department and Logistics is maintained and is in a state of readiness for operational assignment. Supervises the Logistics Team Lead with Logistics callouts and assignments f or planned events. Inventories and maintains all Emergency Management and Homeland Security equipment and supplies and develops a multi-year plan for maintenance and replacement. Maintains all subscriptions for equipment under the direction of the Director. Assists the Emergency Management and Homeland Security Support Coordinator in preparing for and conducting trainings and exercises for volunteer programs and other department events.
Ability to effectively work within and assist in establishing, coordinating and maintaining the ECC (Emergency Coordination Center) and Mobile Command. Assist in the training and exercises for the ECC staff and keeps the ECC in an operational ready state.
Ability to work with county departments and districts in assisting them to perform their emergency support function capabilities as outlined in the county Comprehensive Emergency Management Plan and assigned Annexes.
Ability to assist in writing incident action plans for rea diness and response to incidents/disasters/planned events which may occur in Weber County and the ability to coordinate disaster response with local agencies/officials. Planned events include the Ogden Marathon, the Weber County Fair, and other planned events.
Ability to effectively work within and assist in managing a mobile command post setting as assigned by the Emergency Management and Homeland Security Director; work within the Incident Command structure to develop and implement i
ncident action plans; maintain logistical support of equipment and supplies for mobile command post, ECC and response ctivities.
Ability to assist in the development and maintenance of new and current emergency response operations, continuity and recovery plans, rewriting and/or editing existing emergency response and mobilization plans. Must have good writing and analytical skills for supporting the development of the full spectrum of emergency response/operations/recovery plans to i nclude risk and capability assessments using Kaiser Permanente or THIRA. Assists the Director in ensuring all emergency plans are reviewed, updated and distributed to appropriate staff on a regular rotational schedule.
Do an annual inventory of Emergency Management equipment and supplies and equipment and develop a multi-year schedule for maintenance and replacement. Purchase equipment with the approval of the Director. Supervise the Weber County Emergency Management Logistics Team and assist Logistics Team Lead with training and readiness activities.
Provide necessary support to the Director in preparing and engaging County agencies and city emergency management/public safety agencies to accomplish emergency management objectives. Assist Director in outreach activities to engage the community in preparedness efforts. Assist the Support Coordinator in CERT and Weber County Communications Team and other volunteer program efforts with manpower and equipment.
Must be knowledgeable in use of personal computer, including word processing software; GIS Dashboards; Smart Phone; copy machine; mobile and handheld radio; automobiles, trucks and large vehicles including pulling trailers.
Must be able to work with a wide-variety of personnel, entities and jurisdictions.
Compare and evaluate departmental policies and plans against standards.
Perform research as necessary for planning and response.

Education/Experience
Education: College degree required or any equivalent combination of education and experience.
Experience: One year of employment experience in emergency management or comparable field.
Knowledge, Skills, And Abilities (ksa)
Knowledge: Awareness of disaster plans, policies, and procedures; awareness of disaster mitigation/prevention; knowledge of emergency coordination centers; knowledge of County policies and procedures; strong knowledge of effective communication; knowledge of budgeting and accounting principles.
Skills: Use of emergency communications equipment; logistics; writing and personal communications; sound decision making ability.

Your Special Qualifications And Requirements
Completion of or working towards completion of the FEMA
Advanced Professional Series/Basic Academy and Professional Development Series is required and takes priority over a degree in Emergency Management.
All-Hazard Position Specific training (specifically Planning Section Chief, Logistics Section Chief and Operations Section Chief) strongly encouraged.
Willingness to become a HAM operator is
