Job Description

The City of Avondale is hiring a Building Permit Technician II in our Development Services Department. Join a dynamic team where you’ll get hands-on training, grow your career, and play a key role in shaping the City’s future!

Under general supervision, this Building Permit Technician II supports the Development Services Department by assisting customers with the intake, processing, coordination, and routing of construction documents and permits and planning and zoning applications. The role supports a variety of projects, including residential, commercial, industrial, utility, and capital improvement developments.

Key Responsibilities:
  • Serve as a front-line contact for customers at the permit counter and respond to development-related inquiries to maintain high customer service standards.
  • Perform technical reviews and verify submittals for completeness and accuracy.
  • Verify documentation and calculate appropriate fees.
  • Route construction documents and applications to appropriate departments, including Building Services, Planning, and Fire Prevention.
  • Assist in the review and issuance of permits and ensure compliance with minimum standards for routing to Building Services, Planning, and Fire Prevention.

This position works closely with both the Building Permit Technician III and the Chief Building Official to ensure clarity on procedures and consistency throughout the permitting process. In the absence of the Permit Technician III, the Building Permit Technician II takes a lead role at the counter, helping to coordinate workflow, support staff, and ensure continued service delivery within the Development Services Department.

While experience in permitting is highly desired, we welcome applicants with strong organizational and communication skills, attention to detail, and a willingness to learn. Comprehensive training will be provided on permit processes, regulatory timelines, and the use of our permitting and document systems. A background in customer service, administrative work, or construction-related support is preferred. Success in this role requires adaptability, a proactive mindset, and the ability to stay organized, ask questions, follow through on tasks, and provide dependable support to both customers and team members.

Essential Functions

Performs a variety of technical, administrative, and clerical support tasks for the department, including counter customer service, answering phones, and emails.

Coordinates the intake, routing, recording, and dissemination of various documents, requests, payments, plans, reports, permits, and other development review items in an efficient and timely manner.

Coordinates documentation, inquiries, communication, scheduling, inspection, closeout, and acceptance in the construction application and development review process. Processes and retrieves information to fulfill requests for public records.

Demonstrates continuous effort to improve operations, decrease turnaround times, streamline work processes, and work cooperatively and jointly to provide quality customer service.

Communicates with applicants on permit status and final permit costs; obtains information on incomplete documents; and resolves permit conflicts.

Calculates submittal, plan review, and permitting fees.

Checks documents for validity, accuracy, and completeness of information; records, files, and distributes related paperwork.

Attends project-related meetings with external customers as directed.

Reviews less complex building permits, new single-family residential homebuilder plot plan permits, and similar.

Enters permit data into computer systems; processes transactions, compiles documentation, and generates reports.

Maintains an internal tracking system for all plans submitted from the time of permit application to permit issuance or utility clearances.

Assists with the building inspection scheduling process by coordinating with the building inspection team.

Maintains records, permit files, plans, and records for utility clearances.

Establishes and maintains positive working relationships with coworkers, other departments, and the public using principles of good customer service. Fosters an environment that embraces integrity, trust, respect, flexibility, cooperation, and communication.

Minimum Qualifications

High School Diploma or GED equivalent required.  

A minimum of two (2) years of experience in development permitting, building safety, permit issuance, planning and zoning, customer service, and/or computer systems is required, or an equivalent combination of education and experience.

Experience in a municipal government setting is preferred.

An International Code Council (ICC) Permit Technician 14 Certification is required to be obtained within six (6) months of hire.

One additional International Code Council (ICC) Certification related to the building safety process is required within two (2) years of hire.
