Under the general direction of the County Manager or assigned designee, manages eight (8) Volunteer Fire Departments (VFDs) including department budget and functional tasks. Responsible for establishing, enforcing, and maintaining policies, standard operating procedures, rules, and regulations and managing the delivery of emergency services to the citizens and visitors of Chaves County. Duties accomplished by interacting with all department fire chiefs, volunteer firefighters, officers, management, elected officials, the public, and State and Federal agencies. Provides management direction, training, and support; ensures compliance with operating procedures and with applicable laws and regulations.

Examples of Duties

  • Coordinate and conduct yearly inventory inspections of up to fourteen (14) stations throughout the Eight (8) VFDs
  • Coordinate daily, weekly, monthly, and yearly with all eight (8) of the Chaves Co. Volunteer Fire Departments (VFDs) staff to ensure incident reporting is submitted and reported in a timely manner on all third-party software applications as well as direct NFIRS/NERIS reporting systems. Create a process or action plan for report accountability.
  • Maintain required records and files of all safety, fire maintenance, fire and EMS reporting to include notice of accidents, work orders and warranties.
  • Coordinate with the VFDs and conduct quarterly Fire Board meetings and agenda.
  • Constant communication and coordinated efforts for collecting purchase receipts from VFDs and Purchase Card Reconciliation reports in accordance with Chaves Co. purchasing policies.
  • Keep the County Manager and the finance department informed of all aspects of budgetary and maintenance related matters.
  • Coordinate and work with the Eight (8) Volunteer Fire Departments on budgeting and expenditure of funds. Coordinates budgets for volunteer fire departments. Coordinated the department’s annual fire budget preparation process with the Finance Department and County Manager. This includes reviewing, analyzing, and quality assuring submitted budget estimates. Analyzes information and makes recommendations regarding both expenditure and revenue trends. Works with the Chaves Co. finance department and Fire Departments to monitor and compare actual revenues and expenses to budget.
  • Follow the State of New Mexico Purchasing and Procurement Laws, County Purchasing Policy and Grant agreements for making purchases, transferring and disposing of assets.
  • Serve as liaison between the County Commissioners and various advisory councils within the County as assigned by the County Manager.
  • Coordinates preparation and submission of grant applications.
  • As directed, coordinates, attends and participates in Board of County Commission and other government meetings related to safety, maintenance, fire or emergency management related matters.
  • Serves and assists the VFDs on reporting and is responsible for submitting EMS applications and other funding requirements on behalf of the volunteer departments.
  • Coordinate replacement of vehicles and fire apparatus with the VFDs in accordance with Chaves Co. vehicle replacement schedule, ICIP, and fire funds provided. Must coordinate quote, vendor procurement procedures, and approvals through State DHSEM Chief, State Fire Marshall, and other entities as needed.
  • Coordination, maintenance, record keeping of all VFD training, equipment checks, yearly certifications of training and equipment.
  • Coordinates with Chaves Co. Safety & Compliance Manager to administer/teaches the Risk Awareness Program (RAP) and other classes as assigned.
  • Serves as the County representative on the local Emergency Planning Council and may assist with preparing the annual Tier II Report and prepare the OSHA 300 reports.
  • Employee must perform all duties with minimum supervision. Due to directing Volunteer Fire Departments, employee may be required to work irregular hours, attend job related meetings. May be asked to perform other duties as needed or directed by management.
  • Prepares inspection and investigative reports for safety, risk management and fire.
  • Monitors fire protection industry standards and makes recommendations regarding needed improvements and changes to the Volunteer Fire Departments. Monitors weather conditions.
  • Directs, assigns and coordinates the fire education activities for the County. Coordinates with Fire Department Chiefs to conduct fire prevention and safety classes for the Volunteer Fire Departments and others as directed.
  • Assist in coordinating and promoting fire prevention week and other activities to heighten public awareness of fire dangers in Chaves County.
  • May respond to emergency calls at any times in the event of an emergency involving County property, personnel and other issues as directed by the County Manager.
  • May be required to assist in investigation for the cause and origin of fires occurring in the County; provides court testimony as required.
  • Coordinates with Human Resources Department on all VFD Worker’s Compensation Claims.
  • Ensures compliance with state and federal guidelines concerning disaster response in the County.
  • Coordinate with VFDs and State Forestry for Wildland operations, reporting, roster and equipment database.
  • Responsible for formulating administrative policies for daily operational activities.
  • Responsible for providing material and data for County social media pages to include Fire and Safety awareness, prevention, recruitment and successes.
  • Coordinate with Chaves Co. administration and VFDs for PERA registry and reporting.
  • Maintain all Hazards Mitigation Plan and host tabletop disaster exercises.
  • Take primary coordinating control of disasters within County jurisdiction.
  • Maintain emergency preparedness resources, and inventories for shelter, equipment, and resources available to alleviate emergency situations.

SUPERVISORY CONTROLS

This position performs under the general supervision of the County Manager or assigned designee, who may provide assignments and instruction, determine objectives, priorities and deadlines, and who assists the employee with unusual situations. The employee uses own initiative and judgment to perform work in an independent and timely manner in accordance with precedents and established policies and procedures.

Typical Qualifications

MINIMUM QUALIFICATIONS

  • High School Diploma or G.E.D
  • Three (3) years of supervisory or management experience required.
  • Valid NM driver's license with an acceptable driving record or ability to obtain within 60 days of hire.
  • No prior DWI convictions within the last 48 months.
  • Ability to communicate orally and in writing in English.

  • Associate Degree or bachelor’s degree in Fire/EMS Administration, Fire Science, Public Administration, Business or a related field is desirable.

Knowledge, Skills, And Abilities Required

  • Knowledge of IFC Fire Codes, NFPA Standards, State Fire and Training qualifications. Methods and techniques used in fact finding, research, analysis, and interpretation of basic information and projection of these facts into comprehensive plans, programs, training sessions, and presentations and articulating recommendations to meet future needs.
  • Ability to set priorities, to define and develop departmental projects and goals and to formulate plans for implementation for maximum public benefit
  • Must be detail oriented and accurate, have strong organizational skills and be able to effectively safeguard confidential information.
  • Employee must know and understand County Personnel Policy as well as all county and departmental policies pertinent to the position.
  • May require some out-of-town travel for training.
  • This is an exempt position, and employee must work the required number of hours to perform duties without overtime compensation as a condition of employment.
  • Ability to be able to communicate effectively in private and public settings with large and small groups of people.
  • Strong writing and oral communication skills.
  • Strong organizational skills including the ability to set up and maintain program monitoring systems.
  • Computer skills; proficient in Microsoft Word, Excel and PowerPoint.
  • Ability to work independently of daily supervision, exercise discretionary judgment, and critical thinking.

PHYSICAL DEMANDS

  • Must be physically able to operate a variety of machines, tools and equipment which includes a motor vehicle, computer, calculator, telephone, cell phone, generator, ATV and other typical rescue and response equipment.
  • Moderate to strenuous physical effort is required to perform work at the scene of emergency incidents or which require long periods of time walking and standing, talking, hearing and seeing. During emergencies, the employee may be required to stoop, kneel, crouch, crawl, reach with hands and arms, climb and balance.
  • Vision requirements include the ability to read routine and complex documents and use a computer.

MENTAL FUNCTIONS

  • Must be able to interact and use communicative measures with County staff of all departments in a professional and friendly manner.

  • Must have thorough knowledge of the regulatory environment of local emergency preparedness and the ability to apply this knowledge to ensure Chaves County’s readiness to respond to any foreseeable emergency situations.
  • Must have working knowledge of operational characteristics, services and activities of a comprehensive emergency management program; principles, methods and techniques used in emergency preparedness and disaster relief; principles and practices of data collection, research techniques and statistical reporting; grants and special funding opportunities available to the County.
  • May direct and coordinate a multi-disciplinary and largely volunteer staff in emergency incident response, if needed.
  • Must be able to plan, initiate and carry out long-term programs in administration, training, equipment maintenance and emergency/disaster mitigation and response.

ENVIRONMENTAL CONDITIONS

  • Most work is performed under typical office conditions; occasional exposure to variable weather conditions, including temperature extremes or hazardous surroundings associated with onsite inspections and disaster or emergency field operations including operating equipment/machinery, smoke, noxious odors, fumes, dust and chemicals.
  • Emergency response work is subject to frequent fluctuations and is performed in emergency and stressful situations and may involve exposure to unusual and potentially hazardous situations.
  • Worker is exposed to intermittent noise factors, such as telephones, voices, etc.
  • Employee must be available to respond to dust storms, wildfires, floods and other emergency incidents, as needed. Some incidents which may occur outside of normal business hours.
  • Worker primarily works alone with or without precise directions from supervisor. Worker may work with a small group of other individuals at times.
  • Work hazards include operating an automobile during the course of performing essential work duties.

EQUIPMENT, TOOLS AND MATERIALS-Must be able to utilize the following:

  • Primary office equipment utilized includes computer, desk phone, cell phone, calculator, copy machine, postage machine, fax machine, typewriter, label maker and laminator.
  • Products or materials handled primarily include paperwork, and various office supplies utilized in the performance of essential duties.
  • Variety of machines, tools including but not limited to an ATV, generator and other typical rescue and response equipment.
  • Required during the scope of duties to drive an Official Vehicle in a manner that complies with the County Vehicle and Accident Policies.
