JOB SUMMARY:
Under general administrative direction of the Director of Finance, assist in planning and directing the Finance Department operations including, Accounting, Municipal Court, Purchasing, Tax, Utility Customer Services, Mail Services, and Franchise and Regulatory Affairs. Provide strategic guidance and operational oversight with a focus on effectiveness, accuracy, and compliance while fostering a high-performance team culture. Serve as acting Department Head in the absence of the Director of Finance. Perform other related work as required.
ESSENTIAL JOB FUNCTIONS:
Lead and manage each assigned Finance division as well as other Finance – Administration staff. Delegate to subordinates matters in their areas of responsibility and supervise their performance. Proactively identify opportunities to enhance financial operations and implement best practices to improve effectiveness and accountability. Oversee Accounting management of financial reporting and the external audit to ensure timely completion of monthly and fiscal year-end closing. Assist in analyzing economic development proposals and prepare detailed reports to assist in this assessment. Direct the preparation of division budgets and detailed legislative and statistical revenue status reports for the City Manager’s Office. Communicate effectively with consultants and attorneys on financial matters and contracts. Demonstrate a high degree of responsiveness and professionalism when interacting with other employees, city officials, Tax Increment Finance District board members, and the public, in person, in writing, and by telephone. Deliver effective oral and written presentations. Monitor legislation and regulatory actions that impact governmental finance matters. Represent the City in public meetings and through active participation in professional organizations that promote the governmental finance profession. Read difficult source documents and computer screens. Sit and use computer for extended periods of time, utilizing spreadsheet software, word processing software, and other financial software.
OTHER JOB FUNCTIONS:
May be required to work evenings and some weekends, as projects or presentations require.
REQUIRED EDUCATION, DEGREES, CERTIFICATES AND/OR LICENSES:
Bachelor’s degree in accounting, Finance, Public Administration or related field required; CPA, CGFO or Master’s Degree preferred. Texas Class C Driver’s License required.
EXPERIENCE, TRAINING, KNOWLEDGE, AND SKILLS:
Minimum of five (5) years of supervisory and practical experience required in municipal or other government financial management, with direct experience managing daily Accounting operations, including the internal control environment, accounts payable, payroll, grant management, capital projects and fixed assets, banking and subsidiary account reconciliations, treasury, preparation of the annual comprehensive financial report, official statement and continuing disclosure. Must have: effective leadership and organizational skills, outstanding oral and written communication and presentation skills, excellent analytical and problem solving skills. Must be proficient in governmental finance theory and concepts, including but not limited to, Generally Accepted Accounting Principles (GAAP), Governmental Accounting Standard Board (GASB) statements/pronouncements, and applicable municipal laws and regulations. Must be team oriented, with ability to instill a sense of customer service and responsiveness in subordinates. Knowledge of fiscal functions and practices of municipalities required. Municipal supervisory experience in accounting, cash and investments, debt management, property tax, purchasing, municipal court, and water customer services (utility billing and meter reading) preferred. Knowledge of automated financial systems and ability to use electronic systems effectively.
WORKING CONDITIONS AND PHYSICAL REQUIREMENTS:
Exerting up to 10 pounds of force occasionally, a negligible amount of force frequently, and/or or constantly having to lift, carry, push, pull or otherwise move objects, including the human body. Sedentary work involves sitting most of the time. Jobs are sedentary if walking and standing are required only occasionally and all other sedentary criteria are met.
