Position Overview

The Assistant City Manager is a key member of the City’s executive leadership team and serves as a trusted advisor to the City Manager. This position provides high-level oversight and leads citywide initiatives that promote operational excellence, policy alignment, and strategic direction. The Assistant City Manager collaborates with directors to improve performance, supports the implementation of Council goals, and actively engages in regional, public, and intergovernmental matters. This role may be delegated full authority in the City Manager’s absence and requires a results-driven, adaptable leader with proven integrity and judgment.

Essential Responsibilities

  • Lead and support department directors in planning, executing, and evaluating service delivery in alignment with City goals
  • Provide policy guidance on long-range planning, departmental operations, and capital improvement efforts
  • Oversee major citywide projects and initiatives, ensuring timely completion, fiscal responsibility, and performance outcomes
  • Coordinate cross-functional teams to address operational challenges and enhance interdepartmental collaboration
  • Prepare strategic reports, performance metrics, and recommendations for the City Manager and City Council
  • Act as City Manager when delegated, participating fully in executive-level decisions and communications
  • Represent the City at Council meetings, public events, and in regional or legislative forums
  • Direct the preparation and oversight of departmental budgets, including procurement planning and resource alignment
  • Support economic development, infrastructure, and legislative initiatives through administrative coordination and stakeholder engagement
  • Lead organizational change initiatives to strengthen transparency, innovation, and accountability
  • Resolve complex personnel or community issues, including high-level investigations and sensitive matters
  • Perform additional executive-level duties as assigned

Qualifications

  • Minimum of seven years of progressively responsible experience in municipal government or public administration, including at least five years at a department head level or above.
  • Bachelor’s degree in Public Administration, Business Administration, or a closely related field required. A master’s degree in Public Administration or a related discipline is strongly preferred.
  • Demonstrated experience with budgeting, strategic planning, personnel management, and intergovernmental relations
  • Exceptional leadership, communication, and analytical skills
  • Strong knowledge of state and local government operations, laws, and regulations
  • Ability to work evenings and weekends as needed
  • Must possess a valid Texas driver’s license and an acceptable driving record
  • Must be able to pass background, credit, and medical screenings
