Summary of Duties:
Under the general direction of the Income Tax Commissioner, the Tax Specialist performs tasks necessary to assist with income tax collection and to process and audit income tax return filings. The incumbent reports directly to the Income Tax Commissioner and prepares tax returns, assists with delinquency programs, processing of payments, daily batch entry, collections, and other special projects as assigned.
Essential Functions of the Job:
- Responsible for the collection and processing of all city income tax revenue.
- Maintain income tax records for active taxpayer accounts, as well as inactive accounts with outstanding balances or open issues.
- Maintenance of taxpayer accounts including identification of new taxpayers, interpretation of available information, establish new accounts, update existing accounts with taxpayer changes and inactivate taxpayer accounts as appropriate.
- Audit, record, and problem-solve annual individual and business tax returns.
- Assist individual taxpayers, business taxpayers, and tax preparers in a professional manner (at the customer counter, via telephone, and through email).
- Prompt and accurate processing of payments (i.e. cash, check, credit card as well as electronic payment files) and daily preparation of bank deposits.
- Generate and mail correspondence, billing notices, and late filing notices for delinquent accounts.
- Perform collection steps for delinquent accounts and support processing of third-party collection agent.
- Import electronic data files including payments and returns (i.e. E-file returns, ACH payments, and business transactions received through the Ohio Business Gateway).
- Audit and reconcile employer withholding accounts on an annual basis.
- Process miscellaneous transactions and adjustments.
- Compute penalty and interest.
- Perform general office work such as filing, copying, and sorting mail.
- Represent the City of Perrysburg Tax Division in meetings with the public and/or other city personnel.
- Maintain confidentiality of sensitive information.
- Perform any other related duties as assigned by the appropriate authority.
Knowledge and Skills:(*indicates developed after employment)
- Knowledge of word-processing, spreadsheets, and other office software packages.
- Knowledge of tax system software (Municipal Income Tax Solutions)*.
- Knowledge of document management software (GlobalSearch)*.
- Knowledge of Internal Revenue Service forms and terminology related to payroll and income tax.*
- Knowledge of Ohio Revised Code Section 718 regarding Municipal Taxation*.
- Knowledge of City of Perrysburg Codified Ordinance Chapter 891 regarding Municipal Income Tax.*
- Ability to communicate clearly and effectively in both verbal and written form.
- Ability to data entry numeric and alpha characters accurately.
- Ability to define problems, research data, and draw valid conclusions.
- Ability to comprehend and carry out instructions in written or verbal form.
- Ability to maintain good working relationships with public officials, city employees, and peers.
- Ability to interact with the public in a friendly, professional manner.
- Ability to maintain confidentiality of sensitive information.
- Ability to work overtime as necessary during seasonal peak activity.
- Ability to interpret Federal schedules and corporate returns and to understand the effects on local taxable income.*
Qualifications: (An example of acceptable qualifications)
- The position of Tax Specialist requires a high school diploma or GED.
- An Associate's Degree in accounting or finance or a minimum of three (3) years of previous tax experience preferred.
- This position requires demonstrated proficiency in Microsoft Word and 10-key data entry.
