Job Summary
Under the direction of the Mayor, plans, organizes and directs the administrative and operational capabilities of the Police Department.
Leads the Police Department, ensuring the immediate readiness and operational capability of the Department in case of emergency. Ensures all City, State and Federal regulations pertaining to police operations are complied with, prepares and complies with the annual budget. The Chief of Police is designated as an essential employee and is expected to maintain availability during emergencies and disasters.

Uses tact, diplomacy and a positive attitude in all internal and external communications, whether verbal or non-verbal, and other interactions with the public or other municipal employees.
Essential Job Functions
Responsible for the overall administration and supervision of all Police Department personnel and equipment.
Ensures readiness in the event of an emergency.
Ensures compliance with accreditation and training requirements and (TCOLE) regulations.
Develops and enforces departmental policies, procedures, and strategic goals in line with local, state, and federal law. Preserves discipline, efficiency, and morale within the Department.
Develops department budgets; allocating and leveraging resources; monitors financial performance while ensuring initiatives meet the department and city strategies and objectives.
Prepares and presents budget reports; analyzes trends; recognizes areas for possible improvements and ways to maximize efficiency or identifying future needs.
Attends City Council meetings and provides updates and recommendations regarding public safety matters.
Attends civic, professional, service, and community group meetings at schools, churches, and other places of public gathering to discuss activities and functions of the Police Department and promote positive public relations.
Serves as the primary point of contact for local media regarding police-related incidents, department updates, and public information. Oversees training of police personnel.
Supervises the investigation of criminal activity.
Subject to call-back for emergencies, major incidents, and special events; must maintain 24/7 availability.
Respond to and resolve difficult and sensitive citizen inquiries and complaints.
May be required to perform other duties as assigned.
Knowledge, Skills And Abilities
State of Texas rules and regulations governing the protection of people, data, and property, including but not limited to: the use of weapons and force, search and seizure, racial profiling, probable cause, rules of evidence, and arrest.
Knowledge of court procedures, precedents, regulations, executive orders, and agency rules.
Knowledge of operation and maintenance of all police equipment.
Must be familiar with the layout of streets and the special or built-in hazards they pose.
Exceptional leadership abilities, capable of inspiring others and guiding a diverse team of officers and staff. This includes setting a clear vision, fostering a positive organizational culture, and ensuring accountability and transparency within the department. Setting an example for the entire department by upholding the highest personal standards of ethics and integrity while making unbiased decisions; and ensuring that all officers adhere to ethical guidelines and legal standards.
Knowledge of policy development and assessment: Creating, analyzing, or revising policy and guidelines to address specific issues, while understanding community and officer needs.
Ability to teach and practice sound safety and work habits.
Ability to think strategically and develop both short-term and long-term plans, while anticipating future challenges, adapting quickly to changing environments, and implementing innovative solutions to complex problems and situations. This includes leveraging technology to enhance public safety and operational efficiency.
Superior communication skills capable of articulating policies and decisions clearly and effectively to a wide array of audiences, while actively listening and responding to feedback and concerns.
Building and maintaining trust through community policing; actively engaging with citizens and community members, understanding their concerns, and working collaboratively to address issues, while being visible, approachable, and responsive to the needs of the public.
Qualifications
Must be bondable.
Must pass a criminal background check as well as physical, drug, and psychological screenings.
Must also submit Texas Commission on Law Enforcement (TCOLE) Personal Status Report/Personal History Statement, authorization to release information, list of references and contact information.
Education & Experience
Bachelor's Degree in Criminal Justice, Public Administration, Police Science, or a related field.
A minimum of fifteen years as a police officer, including ten (10) years of increasingly responsible supervisory experience in the law enforcement field.
Training certification from the FBI National Academy, Law Enforcement Management Institute of Texas Leadership and Command College or other similar executive development coursework is preferred.
Combination of education and experience will be considered.
Certificates & Licenses
Master Peace Officers License and certification (TCOLE) required. Must possess and maintain a valid Class "C" Texas Driver's License.
All required certifications and licenses must be current and valid.
Physical Requirements
Through regular exercise and moderate living, the Chief shall maintain a physical condition as to be able to handle strenuous physical contacts or demands required of the active, uniformed law enforcement officer.
Ability to maintain excellent physical and mental health.
All employees are subject to random drug testing.
