The Department
Role
The role of the Community Development Department is to help Fremont become the sustainable, strategically urban community envisioned in the City's General Plan. Department activities include:
Providing professional assistance to developers, contractors, businesses, and homeowners
Preserving open space
Planning for and assisting with the building of high-quality strategically urban residential and commercial developments
Maintaining and increasing the range of housing alternatives for the community
Implementing sustainable, environmentally beneficial programs to enhance the quality of life for Fremont residents and businesses
The department includes Planning, Building and Safety, Code Enforcement, Housing, and Environmental Services.

Under supervision, performs investigative abatement work and enforcement work for State and local codes, ordinances and approval conditions related to use, maintenance and safety of land and structures; performs related duties as required.
Class Characteristics
This entry level classification in the Code Enforcement Officer series reports to the Senior Code Enforcement Officer and is characterized by the responsibility to learn to conduct investigations related to land use, zoning, dangerous structures, health and safety, signs, weed abatement and related municipal codes and ordinances, to determine violations and to gain compliance. Incumbents' assignments, objectives and work methods are specified, politically sensitive work is referred to the supervisor, review of work is ongoing and responsibility for achieving work objectives rests with a supervisor. It is distinguished from the next higher classification of Code Enforcement Officer II by the latter's technical expertise, responsibility to perform fully qualified journey level work with a minimum of supervision and responsibility to provide training and technical expertise to Code Enforcement Officer I incumbents. Incumbents of this classification must advance to Code Enforcement Officer II by completion of probation, or will not successfully complete probation.
