Serves as the City's liaison and knowledge expert on grant administration.  Researches various federal, state, county and local grant opportunities.  Works with various departments and awarded non-profit agencies in the application and monitoring process.  Prepares and coordinates grant accounting and reporting processes.

Essential Functions

  1. Researches and analyzes grant-making organizations to identify likely funding sources for specific projects and programs.
  2. Determines whether grant opportunities fit with the strategic direction of the City and parameters of the funding agency.
  3. Works with the City Attorney's office for review of contracts, IGA's and MOU's with funders for acceptance.
  4. Manages grants by working with various departments, non-profits and other agencies in the application and monitoring process to ensure successful grant awards and compliance.
  5. Gathers information from citywide departments that allows for development of grant proposals.
  6. Compiles, writes and edits grant applications.
  7. Manages grants by preparing notices to departments on grant program expenditures and required reports.
  8. Communcates regularly with other City employees to explain and interpret the regulations, practices and policies regarding grant application and administration activities.
  9. Prepares and manages grant budgeting, accounting and reporting processes; reviews grant revenues and expenditures and researches discrepancies.
  10. Makes presentations to City Council for grant approval.
  11. Develops a grants administration work plan which includes goals, objectives and measurable workload indicators for the grants function.
  12. Responds and develops systems to address annual audit findings as they relate to federal awards (included in the SEFA schedule).
  13. Develops and maintains Federal inventory process for grant funded items.
  14. Determines at the beginning and end of each grant cycle what other agencies were funded which guides City funding requests.
  15. Reviews scores at the end of the grant cycle, if grant applications are not awarded, to determine areas of improvement for future grant requests.
  16. Performs other related duties as assigned.

Minimum Qualifications/Special Requirements/Success Factors

Bachelor's Degree in Public or Business Administration or a related field and five years of experience in grants development and administration or a related field.

Any equivalent combination of education, training and experience that provides the required knowledge, skills and abilities is qualifying. One year of relevant experience may be substituted for each year of required education.  

Knowledge of:

  • Principles, practices and techniques of governmental grant research, writing, administration and monitoring
  • Grant accounting, reporting principles, internal controls and record keeping techniques
  • Grant sources, grant application procedures, proposal requirements and reporting requirements

Ability to:
  • Work independently with minimal supervision
  • Identify grant-related problems and issues, recommend solutions and implement corrective actions
  • Conduct research, analyze findings, prepare and present clear and precise recommendations and reports
  • Understand, interpret and communicate grant and financial terminology
  • Establish and maintain effective working relationships with City management, City Council, government agencies, grant funding agencies, non-profit agencies, private companies, legislators and the general public
  • Communicate effectively both verbally and in writing
  • Collaborate and coordinate the work of others
  • Exercise discretion and judgment in dealing with complex sensitive issues in public forums
