King County's Records and Licensing Services (RALS) is searching for a great people leader to serve as
Regional Animal Services Assistant Manager (Operations Manager - Assistant). The ideal candidate is a strategic and collaborative leader with extensive experience in animal services within multifaceted government agencies or jurisdictions. About Records & Licensing Services (rals)
The Records and Licensing Services Division (RALS) is a division of the Department of Executive Services.
RALS operates within a statutory framework that is prescribed by state law and county code. Many of the services administered by the division are mandated by state law, and are provided in King County on a regional basis across jurisdictional boundaries. RALS also provides certain local services to unincorporated King County and by contract with many local municipalities throughout King County. In addition, RALS is responsible for providing internal services that are necessary for purposes of business efficiency and meeting various legal responsibilities.
RALS Is Responsible For
- Recording documents related to real property sales and other transactions and making them accessible for members of the public, businesses, and other government agencies
- Collecting and dispersing real estate excise tax payments on the conveyance of real property in King County
- Providing licensing and information services and promoting public safety by administering and enforcing vehicle and vessel licensing and taxi and transportation network company (TNC) regulations
- Providing internal mail services and physical and electronic records management services to all county agencies
- Providing animal care and control services for the protection of property, human health, and safety and promoting responsible pet ownership and animal welfare through education and licensing programs via public and private sector partnerships

Job Duties
KEY EXPECTATIONS/RESPONSIBILITIES-
In order to be considered for this opportunity, you must at a
minimum, demonstrate the knowledge, skills, and abilities to perform the job duties below:
- Play a pivotal leadership role in overseeing daily operations, supporting staff, and advancing the mission and values of the organization.
- Participate in development of section goals and objectives; implement effective measures to meet established goals and objectives.
- Understand and execute incident command as required.
- Represent RASKC on matters being presented before County Departments, public service agencies, community groups and the public.
- Develop policies and procedures; identify areas for revisions for policies and procedures and developing new policies and procedures; assure consistent and accurate application of policies and procedures.
- Lead Lean and Continuous Improvement initiatives to evaluate workflows, eliminate inefficiencies, improve service delivery, and foster a culture of innovation.
- Labor relations including ensuring compliance with collective bargaining agreements.
- Public outreach, including the use of social media, Canva, or similar platforms for marketing and communications.
- Personnel Management. Manage personnel matters, including coaching and performance management, conducting HR investigations, and applying progressive discipline consistently and appropriately.
- Data-Driven Decision-Making, Proficiency in data analysis, reporting, and use of office productivity tools to track performance metrics, inform decisions, and drive continuous improvement.
- Responsibility for coordinating and overseeing RASKC committees and workgroups to ensure alignment with agency goals, accountability, and timely completion of initiatives.
- Lead the planning, coordination, and implementation of emergency management and disaster response activities, including preparedness training, contingency planning, and coordination with Office of Emergency Management and external emergency services partners.
Experience, Qualifications, Knowledge, Skills
THE IDEAL CANDIDATE FOR THIS ROLE IS A GREAT PEOPLE LEADER WHO:
- Has a strong background in providing leadership in animal services for a large government agency or jurisdiction OR any combination of education and experience.
- Can manage and thrive in with a large, multi-faceted organization including working collaboratively at all levels.
- Has extensive experience developing, implementing, and managing policies and standard operating procedures (SOPs)
- Be customer-focused and comfortable in advising with senior management and city/county leaders with complex initiatives, polices, and workplace/labor issues.
- Can persevere and adapt as required, while working in a multi-faceted and sometimes ambiguous environment.
- Proficiency in data analysis and office productivity tools.
- Has a strong ability to collaborate with contract cities, law enforcement, prosecutors, animal welfare groups, and other partners
- Skilled in public communication, conflict resolution, and representing the agency to the community and media. Experience with public outreach, including the use of social media, Canva, or similar platforms for marketing and communications.
- Have strategies and ideas to continue to build on a culture of employee engagement which supports the development, coaching, and team building necessary for the workforce of the future.
- Is a champion for Equity & Social Justice. Understands that systematic racism and its long-term effects are pervasive in our society. Are comfortable having candid and sincere conversations with all employees about race and equity in the workplace.
- Can create initiatives necessary to develop, coach, and mentor a culturally and generationally diverse staff in a collaboratively manner that focuses on employee engagement, good communication, and team building.
WORK LOCATION: The work associated with this position will be performed onsite.
WORK SCHEDULE: This position is Exempt from the provisions of the Fair Labor Standards Act and therefore is not overtime eligible.
UNION REPRESENTATION: This position is non-represented.
