Description

As Budget Manager, you'll lead the daily operations of the Budget Division, directly aligning the City's financial strategies with citywide goals. You'll provide strategic and administrative support to the Chief Financial Officer (CFO), assisting in planning and managing the City's budgeting process, supporting the development of the strategic plan, and coordinating efforts across departments and with outside agencies. 

Essential Job Duties

What You’ll Do in This Role:

  • Lead and mentor a team of budget analysts and financial staff, including participating in hiring, conducting performance reviews, and addressing personnel matters.
  • Oversee and participate in the development and management of the City’s annual budget, including forecasting financial needs, monitoring expenditures, and making adjustments as needed.
  • Lead the Budget team in developing and implementing financial strategies that support the City’s strategic plan, promoting coordination across departmental goals.
  • Prepare accurate monthly budget-to-actual reports to support informed decision-making.
  • Develop and manage the annual budgeting process, including setting timelines, creating templates, and coordinating department submissions.
  • Analyze revenue and expenditure trends to forecast future financial needs.
  • Monitor budget performance throughout the year, identifying variances and recommending corrective actions.
  • Prepare and deliver detailed financial reports, dashboards, and presentations for executive leadership, City Council, and other stakeholders.
  • Ensure compliance with federal, state (including Colorado-specific laws), and local financial regulations.
  • Conduct financial modeling and scenario planning to evaluate policy impacts and inform strategic initiatives.
  • Coordinate internal audits and external reviews related to budgeting practices.
  • Serve as a liaison between the Finance Department and other City departments to promote fiscal responsibility and transparency.
  • Present financial and operational information to City Council, responding to questions and providing clear, accurate explanations to support decision-making.
  • Participate in professional networks and stay current on trends and best practices in public finance and budgeting.

Minimum Qualifications

You Have: 

  • A bachelor’s degree with major coursework in finance, accounting, public administration, business administration, or a closely related field.
  • Five years of increasingly responsible experience in finance and accounting, including three years of administrative and supervisory experience.
