Job Summary

This position is advertised from the minimum to the mid-point hourly rate. Salary will be determined based on education and experience at the time of offer. 

NATURE OF WORK 
Under administrative direction of the Presiding Justice of the Peace, performs work of considerable difficulty directing Yuma County Justice Court operations and staff; provides administrative support to all Justice Courts in the county; this position has department specific responsibilities subject to the direction of the Presiding Justice of the Peace.

Nature of Work

(Illustrative Only) Directs Court operations; evaluates and analyzes issues, and recommends and implements solutions; prioritizes and assigns tasks and projects; monitors Court performance measures, assists in the modifying of Court Operations, coaches Court staff and develops staff skills; develops and reviews long-range plans, develops strategic plans and tactical goals for all Justice Courts; through the Presiding Judge, coordinates planning with all Justice Court management by setting goals, objectives and action plans; determines scope and priorities of projects; coordinates resources required to reach goals; oversee the administration of special projects, analyzing case flow, utilizing caseload statistical data to ensure compliance with scheduling standards; develops and reviews office policies and procedures; provides direction and guidance in legislative analysis, strategies and policy and procedural changes; reviews performance statistics and makes recommendations regarding improved performance of Court functions; identifies policy and compliance issues, and proposes solutions; analyzes and evaluates Justice Court issues, budget submissions, and proposals; prepares a coordinated budget for all justice courts to ensure maximum use of resources; investigates and reports complaints from the public; prepares statistical and analytical reports of court activities, operations and procedures; attends and participates in various local and state committees and work groups as directed; serves as liaison to local, county and state departments and agencies; develops, prepares and administers contracts, grants and intergovernmental agreements; regular and reliable attendance is required; performs other duties as assigned at the direction of the Presiding Justice of the Peace; this classification is subject to the Arizona Code of Conduct for Judicial employees and the Yuma County Personnel rules and regulations.

Experience and Education

Bachelors degree in criminal justice or public/business administration; AND eight (8) years of progressively responsible management experience, including project management, staff development, personnel/human resources, records and management information systems, and accounting; must possess and maintain a valid Arizona driver’s license; requires successful completion of a background check.

Knowledge, Skills and Abilities

Knowledge of: County and Department policies and procedures; court procedures, legal terminology and legal requirements for Justice Court operations and case processing; techniques and practices for effective, efficient and cost effective management of allocated resources; the principles and protocols for the management of official documents and records in electronic and hard-copy formats; modern management methods, techniques and policies, including team building and total quality management; accounting principles and methods.

Skill in: Assuming management level responsibilities and making appropriate decisions; setting priorities, planning, assigning, training and supervising the work of others; preparing clear and comprehensive written and statistical reports; planning and managing the maintenance of accurate and up-to-date records and documentation; reviewing and assessing legal issues and documents; verbal and written communication, and exercising judgment and discretion in decision making; establishing and maintaining cooperative working relationships with judges, attorneys, law enforcement agencies and other participants in the criminal justice process; operating a personal computer, standard office software and specialized legal software programs.

Ability to: Research and write detailed reports; read, to write and synthesize data and reports; use modern office equipment and computers; assigning and leading the work of others; communicate effectively verbally and written; planning and organizing work; perform the essential functions of the job specifications with or without a reasonable accommodation.  

Working Environment

The usual and customary methods of performing the job’s functions require the following physical demands: occasional lifting, carrying, pushing, and/or pulling; some stooping, kneeling, crouching, and/or crawling; and significant fine finger dexterity.  Generally the job requires 60% sitting, 20% walking and 20% standing.  Working at a computer monitor for extended periods required. The job is performed under minimal temperature variations and in a generally hazard free environment.


Medical Coverage Category
 
The YCEBT is a self-funded medical plan administered by BlueCross BlueShield of Arizona (BCBSAZ). The employee is able to select from three (3) medical plan options with six (6) tiers that will best suit the employee's needs, dependents or families.

Plan Option 1: Preferred Provider Option A (PPO) or PPO A 1100 deductible. Employees who participate in the "Wellness Incentive" will receive a $30 monthly premium reduction by completing three steps.

Plan Option 2: Preferred Provider Option B (PPO) or PPO B 1,500 deductible. Employees who participate in the "Wellness Incentive" will receive a $30 monthly premium reduction by completing three steps.

Plan Option 3: High Deductible High Plan - Health Savings Account (HDHP-HSA) with a 1700 deductible. Employees who participate in the “ Wellness Incentive” will receive a $30 monthly premium reduction by completing three steps.

Employer contributes a total of $800.04 to employees Health Savings Account. If employees select Employee only and participate in the “ Wellness Incentive” employees can receive up to 360.00 contribution to a Limited Purpose FSA card to be used for medical or dental purposes.

Southwest Service Administrator (SSA) Mexico PPO Health Plan: SSA is available to employees who are enrolled in YCEBT Medical PPO Plan A and PPO Plan B. The SSA Plan pays 100% of hospital, medical, laboratory and prescription drug benefits, to a maximum of $5,000 per person per calendar year ($10,000 for two or more family members).
