Provides visionary leadership and strategic oversight for Culpeper County’s Information Technology operations, spanning both general government services and mission-critical public safety infrastructure. Responsible for modernizing systems, safeguarding cybersecurity, advancing innovation, and ensuring technology alignment with organizational objectives.
This position reports to the County Administrator.
ESSENTIAL JOB FUNCTIONS- Direct and unify all County IT functions, including Public Safety
- Provide strategic leadership over all technology operations, systems, and infrastructure
- Serve as the County’s principal advisor on information technology, cybersecurity, and digital innovation
- Lead modernization and transformation initiatives, including legacy system replacement and enterprise digital solutions
- Oversee mission-critical systems such as NG911, CAD/RMS, PSAPs, radio infrastructure, and network security for public safety
- Ensure compliance with CJIS, VITA, NIST, FOIA, and other applicable standards and regulations
- Lead organizational change management initiatives, including end-user training, executive communication, and interdepartmental collaboration
- Develop and manage capital improvement plans, technology budgets, vendor relationships, and project timelines
- Coordinate with executive leadership, constitutional officers, emergency services, and the Board of Supervisors on IT strategy and policy
- Represent the County in regional, state, and federal technology coordination efforts

NON-ESSENTIAL JOB FUNCTIONS
- Generates a variety of financial reports, documents, forms, and other materials as requested by county departments/agencies; assists in preparing County and Town data files for personal property and real estate; assists in preparing and submits data to mortgage companies for real estate tax payment requests; prepares and submits data as requested and approved by departments for various agencies or boards
- Prepares and maintains system and operational documentation
- Develops, designs, and implements customized versions of Report Programmer Generator used on the iSeries for report/data file extraction criteria to meet users’ requests; performs testing before release to users
- Ensures that system backups are conducted on a timely basis on mainframe and system data; ensures that backups are stored in a secure location
- Performs general/clerical tasks, which may include answering telephone calls, making copies, sending/receiving faxes, filing documentation, receiving/distributing reports, or processing incoming/outgoing mail
- Maintains inventory of department equipment, tools, and supplies and ensures availability of adequate materials to conduct work activities; oversees inventory of all computer hardware, software, and related components; reviews inventory records for accuracy; coordinates and assists in conducting periodic inventory counts for fixed assets
- Approves and schedules staff members for participation in meetings, seminars, workshops, or educational courses to maintain knowledge of technological trends and advances
QUALIFICATIONSEducation and Experience:Bachelor’s degree in Information Technology, Public Administration, or related field (preferred); or an equivalent combination of education, progressive IT operations experience, leadership in government/military IT environments, or demonstrated practical expertise.Minimum of 10 years of progressive experience in IT leadership. With at least five (5) years in the public sector, preferred.Demonstrated experience leading complex technology transformations, particularly in local government or public safety environments. Strong understanding of cybersecurity frameworks, enterprise architecture, and cloud modernization. Proven ability to manage high-performance teams, cultivate cross-functional alignment, and communicate technical concepts to diverse audiences.CISSP, PMP, CGCIP, or comparable credentials, preferred.Special Qualifications:Must possess satisfactory results of a criminal history background check, including VCIN fingerprinting. Must possess and maintain a valid Virginia driver’s license. Possession of or the ability to acquire VCIN Level B Operator within 3 months of employment.Knowledge, Skills, and Abilities: - Ability to operate with high levels of discretion, accountability, and transparency.
- Comprehensive knowledge of the principles, practices, and techniques of technology systems and how they can support County operations.

- Knowledge of records management concepts, theories, and practices, and the Commonwealth of Virginia laws and rules of procedures related to records management, inventory, and retention
- Ability to plan, organize, and implement a comprehensive technology program
- Ability to establish and maintain effective working relationships with County officials, department heads, and other key personnel
- Demonstrated ability to analyze and evaluate complex issues and information and use sound judgment in making decisions and interpreting policies, programs, and rules for the public and staff
- Ability to analyze and troubleshoot user needs and provide solutions
- Ability to hire, supervise, and lead employees in the department
- Ability to effectively present information to senior management

PHYSICAL DEMANDS
This position classifies the physical exertion requirements as moderate. Tasks require physical effort of lifting, carrying, pushing, and/or pulling of objects and materials up to 50 lbs. May require extended periods of time sitting at a keyboard or workstation. May be required to work on weekends and on-call, depending on system requirements.
WORK ENVIRONMENT
Essential functions are regularly performed in an office setting, but may be required to travel to various county departments and emergency operations as needed. Executive presence and availability for board meetings, incident response, and 24/7 mission-critical system oversight.
