Code Enforcement Officers monitor and enforce a variety of applicable codes, ordinances and regulations of private and public properties related to zoning, land use, nuisance ordinances, health and sanitation, water restrictions, junked vehicles, signage, and other codes as assigned. The officer is responsible for investigating violations and initiates procedures to abate the violation and obtain compliance. This position is responsible for the issuing of notices of violations, citations, and other correspondence specifying necessary corrective action, compliance, and compliance dates. Serves as a resource and provides information on local and state regulations to property owners, residents, businesses, the general public, and other City departments.
Essential Functions
- The Code Enforcement Officer responds to and investigates complaints from citizens, other agencies, and departments on alleged violations of City ordinances by conducting interviews, investigations and provide guidance for resolution of the violation.
- Patrols and monitors an assigned zone of the City of Chamblee and follows policies and procedures, enforces zoning and other regulations, and coordinates activities with other departments and agencies
- Identifies potential violations while monitoring zones to be proactive vs. receiving a complaint from a citizen
- Schedules and performs all follow-up necessary to gain compliance with codes and ordinances including letters, inspections, citations, calls, meetings, discussions, and negotiations.
- Interprets and explains municipal codes and ordinances to members of the general public, contractors, business owners, and other interested groups in the field, in the office or on the telephone.
- Conducts business license checks as required and ensures businesses are in compliance with zoning regulations.
- Meets with business owners and citizens to explain codes and ordinances and gathering information to resolve complex questions and complaints.
- Conducts apartment and commercial sweeps.
- Develops reports detailing code enforcement activities, production, complaints, and investigation results. Must prepare a variety of written reports, memos and correspondence maintaining accurate documentation and case files on all investigations, inspections, enforcement actions and other job-related activities.
- Prepare cases and testify in court on violations found during investigations.
- Attend training sessions, meetings, seminars, workshops, etc. to enhance job knowledge and skills.
- Attend community meetings, educating the pubic about code compliance and safety; and participates in volunteer efforts to improve the community.
Additional Job Functions
- Uses a variety of computer software programs such as Microsoft Word, Excel, Outlook, Fulcrum, Dekalb Tax Property Information, GIS Map, Georgia Secretary of State and iWorq.
- Other duties as assigned.
- High School diploma or GED required; Associate degree preferred
- Law Enforcement experience is highly preferred
- Obtained a Level 1 GACE certification
- Driver’s license required
- Knowledge of Code Enforcement processes and best practices
- Knowledge of Planning and zoning principles
- Business math, including the calculation of areas (square footage), fees, and penalties
- Knowledge of Georgia Open Records Act
- Read and interpret building plans, related construction documents and various maps
- Interpret, explain, and apply policies, laws, and procedures
- Perform detailed, technical, and specialized permit support work.
- Organize and prioritize work and follow-up on assignments with a minimum amount of supervision.
- Organize and maintain accurate files and records; draft official memos and/or decision letters
