Department: Public Works Department Reports to: Public Works Director FLSA: Exempt Grade: 75 SUMMARY: Under the direction of the Public Works Director, the Streets and Utilities Superintendent performs supervisory and skilled analytic and administrative work in planning, developing, and directing the operations and maintenance of the Town’s right-of-way assets, water distribution and wastewater collections systems. ESSENTIAL DUTIES AND RESPONSIBILITIES: Right-of-Way Assets and Utilities Operations • Plan, direct, and coordinate the daily operations of the Streets Division involving the Town’s assets located in the public right-of-way • Plan, direct and coordinate traffic control, snow removal, utility locates, street sweeping, development review and right of way inspections • Plan, direct, and coordinate the daily operations of the Town’s utility network system related to water distribution and sanitary sewer collections system Manage preventative maintenance program for streets, water distribution and wastewater collection systems • Coordinate with local agencies to ensure all fire hydrants and water values are operational • Inspect road conditions and recommend corrective measures • Prepare, implement, and manage contracted services for street maintenance projects • Perform snow removal and street maintenance duties • Review, approve and inspect right of way permit applications • Participate in seminars, workshops, and trainings to stay knowledgeable of new trends, legislation, and innovations in the industry • Respond to citizen inquiries and complaints • Other tasks and special projects as assigned Supervision • Hire, supervise, and evaluate the performance of the Streets Division • Coordinate development programs, safety meetings, and training to ensure compliance with CIRSA standards Monitor quality and progress of work; ensure compliance with established policies and procedures • Determine training needs for division and monitor training compliance; assist staff with career growth Administration • Prepare department budget recommendations; oversee budget administration, monitor revenues and expenditures • Assist with forecasting future Public Works needs; assist with formulating and implementing short- and long-range plans • Contract for services and monitor work for compliance with performance standards • Assist with procurement process • Maintain records in compliance with Town Retention Schedule • Develop, negotiate, and manage Department contracts • Manage and maintain the asset management program Safety • Oversee the development, implementation, and enforcement of safety policies, standards, and regulations • Enforce pre and post trip CDL vehicle inspections, maintenance of safety logs/training and prevention of future incident • Demonstrates compliance with all Town and Public Works Department safety procedures, regulations, and policies • Ensure employees are trained in the safe performance of their job responsibilities • Work safely to prevent accidents MINIMUM QUALIFICATIONS (Education/Experience/Licenses/Certifications): High school diploma or equivalent required; Valid Commercial Driver's License with Class “B” with tanker and air brake endorsement required; five (5) to seven (7) years relevant experience in public works field or construction management and two (2) to three (3) years of experience supervising others; Distribution and Collection System I and II required or ability to obtain within one (1) year; registered Operator in Responsible Charge (ORC) required or ability to obtain in two (2) years; Winter Maintenance Supervisor Certificate and flagger supervisor certification required or ability to obtain within one (1) year; confined spaces certification, CPR and First Aid training required. This position is subject to Federal Motor Carrier Safety Administration drug testing regulation. KNOWLEDGE, SKILLS AND ABILITIES REQUIRED: Knowledge of: Regulatory agency rules and regulations involved in public works operations; principles and practices of operations in the administration of right-of-way assets; practices and procedures of water distribution and wastewater collection systems, and maintenance methods; Town personnel policies, division, department and Town’s goals and objectives; office procedures including computers and software applications such as word processing. Skill in: Leadership; effective written and verbal communication; managing projects and teams to achieve desired outcomes; developing and maintaining collaborative working relationships with all levels of staff, management, agencies, elected officials, and general public; working independently while exercising good judgement and initiative; multi-tasking under pressure with interruptions; handling confidential/sensitive information in a professional manner. Environmental Factors: Work is performed both indoors and outdoors. This position requires travel to various municipal buildings and offsite locations using a Town vehicle; the employee may need to be available for after hours for emergencies. Physical Factors: The duties of this job are subject to confined spaces and heights. The employee regularly sits, stands, walks, reaches with hands and arms, stands, stoops, kneels, bends, climbs, crawls or crouches, talks and hears over the phone, radio, and in person.
