Description
Under general direction of higher level staff, plans, organizes, promotes, supervises and evaluates a wide variety of City recreation and leisure programs for community members of all ages, including youth sports, adult sports, youth and teen programs, senior programs, day camps, contract classes, and special events; performs work related to, and leads, assigns, and trains crews engaged in the maintenance, repair, installation and monitoring of recreation and community facilities and equipment; and performs all other related duties as assigned.
Duties may include, but are not limited to the following:
- Recommends, plans, organizes, implements, administers and manages a wide variety of recreation and leisure programs.
- Determines program staffing needs and schedules; recruits, hires, and trains a wide variety of part-time, seasonal, and volunteer personnel; develops written policies and procedures for recreation staff; conducts training sessions and staff meetings; recommends disciplinary action to higher level staff as appropriate; may substitute for absent staff when required.
- Works with a wide variety of community organizations and groups to determine community needs related to recreation and leisure programming, and to develop and coordinate support efforts, including the promotion and acquisition of financial and/or volunteer support for recreation activities.
- Develops, recommends, and administers program budgets; develops and monitors financial tracking systems related to both expenditures and income; purchases supplies and equipment in accordance with City policies and budgetary goals; prepares accurate and concise records, files and reports, and maintenance of records for programs, projects and work assignments.
- Develops and disseminates a wide variety of fliers, brochures, schedules, letters, and other written materials, and utilizes social media and the City website to publicize and promote the City's recreational and leisure activities.
- Responds to a wide variety of requests from the public for information and/or assistance; registers program participants; responds to complaints from program participants and the general public.
- Performs all other related duties as assigned.
When Main Assignment Is Performing Facilities Scheduling/Maintenance Duties
- Supports scheduling and identification of needs for City buildings and facilities, including plumbing, HVAC, security alarm systems, electrical and carpentry tasks; assists in the planning, organizing and scheduling of a comprehensive maintenance management program for all City facilities.
- Works with the other City departments and the general public in the planning, scheduling and implementation of a wide variety of special events, meetings, sports tournaments and/or other activities involving the use of City facilities; coordinates and performs setup, teardown and other tasks for user events and activities as necessary.
- Assists in preparing estimates of labor, material and other costs for assigned projects; completes work order, purchase order and other related paperwork; conducts and documents tool, equipment and materials inventory and maintenance.

EXPERIENCE AND TRAINING: Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:
Equivalent to a Bachelor's degree in recreation administration, parks/recreation/facilities management, or a related field, and at least two years of experience in the planning and supervision of community recreational programming.
Knowledge of: Principles, practices and methods of recreational and leisure programming; various recreational activities, including organized sports, appropriate for different age groups; principles and practices of program development and promotion; the principles, practices and methods of hiring, training and supervision; principles and practices of program budget development and administration; financial record keeping systems; potential sources of funding for recreational programming, including knowledge of grant writing principles and techniques; safe work practices; pertinent Federal, State and local laws, codes and regulations office methods, practices, procedures, and equipment including computer hardware and software necessary for work functions, such as word processing, spreadsheet, and database applications; English usage, grammar, spelling, vocabulary, and punctuation; techniques for working effectively with those contacted in the course of work, both in person and on the telephone.
Ability to: Supervise, train, assign, and evaluate work of assigned personnel; plan, schedule, staff and manage a wide variety of recreational and leisure programs for community members of all ages; inspect and evaluate areas needing maintenance or improvement; organize and coordinate maintenance schedules and projects; read, understand, interpret and apply a wide variety of written documents; analyze problems, determine options, and recommend effective solutions; prepare a wide variety of written materials; conduct effective program evaluation; operate and maintain tools, vehicles and equipment used in area of assignment; operate computer systems and a wide variety of applications in relation to work functions; communicate clearly and concisely, both orally and in writing; and establish and maintain effective working relationships with those contacted in the course of work.
- Possess a valid California Class C Driver's License.
- Obtain First Aid and CPR certification within three (3) months of employment.
- Other certificates or licenses specific to functional area of assignment may be required.

- Willing and available to work various times of the day, including evenings and weekends.
Physical Requirements
Work is performed in an office and field environment traveling from site to site. Must be able to perform the physical aspects of the job, including sit and stand for periods of time; bend, stoop, kneel, reach, climb, walk and run on uneven surfaces to perform program activities; operate standard office equipment, including a computer; operate a motor vehicle; hearing and speech to communicate in person and over the telephone; lift, push, pull, and carry up to 50 lbs.; interact with a diverse range and ages of people.
