The
City of Oxnard’s Housing Department is seeking a
Grants and Compliance Services Manager to lead, oversee, and perform work activities within the Grants Management and Rent Stabilization Divisions.
The Grants Management Division is responsible for administering the City of Oxnard’s Community Development Block Grant (CDBG), HOME Investment Partnership Grant (HOME) and Emergency Solutions Grant (ESG) Programs. The Rent Stabilization Division is responsible for implementing the City of Oxnard’s Rent Stabilization and Just Cause Tenant Protection Ordinances. More information on the ordinances can be found at https://www.oxnard.gov/housing/affordable-housing/rent-control.
The ideal candidate will possess strong technical, interpersonal, and management skills. Understanding this position requires a unique blend of responsibilities. What You’ll Do
- Administer the City’s HUD Grant Programs in accordance with federal regulations. Key functions include, but are not limited to the following; develop and submit required planning documents, manage and/or design HUD-funded projects or programs, prepare and submit reports and funding reimbursements;
- Administer the City’s Rent Stabilization and Just Cause Tenant Protection Ordinances. Key functions include, but are not limited to the following; conduct community outreach, manage consultant tasks, monitor legislation and applicable laws that impact the ordinances, make policy recommendations, authorize the issuance of citations, and process hearings regarding violations of the ordinances or fair rate of return petitions;
- Prepare complex reports; receive, sort and summarize material for preparation of reports; and make presentations;
- Consult and work with other City departments regarding complex interdepartmental projects and programs;
- Select, direct, assign, train, and evaluate professional and administrative support personnel;
- Direct, manage, and coordinate consultant tasks and review deliverables;
- Develop and administer division budgets, monitor expenditures, and participate in the development of annual budgets; and
- Perform other related duties as assigned.

Distinguishing Characteristics
This classification is distinguished from the Administrative Services Administrator/Supervisor in that it serves as a second level supervisor over multiple units and/or functions, providing oversight of daily operations and directing work flow.
Supervision Exercised / Supervision Received
Incumbents oversee the conduct of performance evaluations, training, and hiring, discipline and termination procedures as well as directly supervise management, professional, paraprofessional, and support staff, as assigned. Receives general direction and exercises direct and indirect supervision over assigned staff.
Work Schedule
The normal work week is Monday through Thursday 8:00am to 6:00pm and alternating Fridays 8:00am to 5:00pm. Depending on the area of assignment staff may be assigned to a shift that is outside the standard work hours. This position may be required to be available for additional hours in response to peaks in workloads and changes in department needs. The standard work environment varies depending on assignment but is typically either primarily in an office setting or out in the field. The City does not offer hybrid or remote work.
Essential Functions

- Oversee the conduct of performance evaluations, training, hiring, discipline, and termination procedures, as well as directly supervise management and staff
- Plans, manages, and oversees daily operations of assigned units and/or functions; directs and oversees the implementation of goals and objectives.
- Conducts and participates in departmental staff meetings and meetings with other departments, City leadership, and the public; interprets policy and regulations; serves as a City representative and provides consultation, guidance, and issue resolution related to the assignment area.
- Reviews and/or prepares a variety of reports, statements, regulatory documents, policies, procedures and/or study analyses; analyzes information and recommends and implements decisions and processes
- Develops, implements, and monitors adherence with policies, procedures, standards, and applicable laws and regulations.
- Participates in the development and management of assigned budget; monitors expenditures and budget compliance; prepares forecasts and recommendations related to resource requirements.
- Performs other duties of a similar nature and level as assigned.
Minimum Qualifications
The following are the minimum qualifications necessary for entry into the classification:
Education
- Bachelor’s degree in business or public administration, urban planning, finance, accounting or a related field
Experience
- Six (6) years of journey-level professional experience in area related to assignment and two (2) years of supervisory experience
Licensing/Certifications
- Possession of, or ability to obtain, a valid class C California driver's license may be required
Other Requirements
- Must be able to effectively communicate in English, both orally and in writing

Regular and reliable attendance, effective communication skills, and development of effective working relationships are requirements of all positions.
Employees are required to participate in the City's direct deposit plan and are paid on a bi-weekly basis.
This position requires a 12 month probationary period.

Retirement Contributions
New members (as defined by PEPRA), 2% @ 62; "Classic" members 2% @ 55. The employee will be required to pay a portion of their annual earnings toward their retirement. The City of Oxnard does not participate in social security.
Safety Designated Positions: New members (as defined by PEPRA), 2.7% @ 57; “Classic” members 3% @ 50. The employee will be required to pay a portion of their annual earnings toward their retirement depending on their relevant MOU. The City of Oxnard does not participate in social security.
Vacation/Annual Accrual Rates
Leave accrual rates vary between 6.24 – 11.78 hours per pay period based on years of service.
Administrative Leave
Management employees are not compensated for overtime worked. However, the department director may authorize up to 40 hours of administrative leave in one year.
Deferred Compensation
The City contributes 1% of employee salary to a 401(a) plan of its choosing.
Retirement Health Savings
The City contributes 1% to a retirement health savings account.
Bilingual Pay: A regular full time employee may receive bilingual pay at the rate of $50.00-$100.00 bi-weekly depending on the Level the employee is required to provide bilingual services as determined by the City Manager or designee.
Health And Dental
Employees can choose from a variety of medical plans provided by the City. The City's contribution to medical coverage is outlined below:
Level One – For employees hired before January 1, 2023, the City contributes $1,543.00 per month toward medical insurance premiums and an additional $74.21 per month toward dental insurance premiums. Employees will receive cash back if the medical plan they choose is less than the City’s monthly contribution of $1,543.00 per month. Employees who waive medical insurance will receive cash back in the amount $1,243.00 per month provided they provide proof of other qualifying coverage. Any unused dental premium monies are paid to the employee.
If employees hired prior to January 1, 2023 make any changes to their health plan, they will be placed in level two.
Level Two - For employees hired on or after January 1, 2023, the City will contribute $1,956.00 towards medical insurance premiums with no cash back. Employees who waive medical insurance will receive $500.00 per month cash back provided they show proof of other qualifying coverage. The City will continue to provide $74.21 per month towards dental insurance.
Holidays
The City observes 12 holidays per year
Life Insurance
City employees receive Basic Life Coverage ($7,500) + 1 times annual salary 100% paid by the City. Employees also have the option to purchase additional insurance.
Tuition Reimbursement
Full-time employees are eligible for 100% reimbursement for work-related coursework up to a maximum of $5000 per fiscal year.
