Performs as an advanced trainee, receiving continued formal and on-the-job training and performing emergency management work assignments involving the application of clearly defined principles, methods and techniques under specific guidance in support of the County of Maui’s emergency management programs; and performs other related duties as required.
Distinguishing Characteristics
The basic objectives of the County’s emergency management programs are to assist the County of Maui to prepare for, mitigate against, respond to, and recover from emergency disasters within the County of Maui. Classes in the Emergency Management Specialist series are distinguished by their responsibilities for the preparation and planning for natural and human-caused incidents, emergencies, and disasters, and/or the continuity or operational requirements to be implemented before, during, and after emergencies and disasters.
The Emergency Management Specialist II class is the advanced trainee class within the Emergency Management Specialist series, distinguished by the responsibility of receiving continued formal and on-the-job training and performing emergency management work assignments involving the application of clearly defined principles, methods and techniques under specific guidance in support of the County of Maui’s emergency management programs; whereas, the Emergency Management Specialist I class is an entry-level class, distinguished by the responsibility for learning the principles of emergency management and participating in emergency management operations relative to one or more of the phases of emergency management.
The Emergency Management Specialist II class differs from the Emergency Management Specialist III class, in that the Emergency Management Specialist III is the first level of independent specialist, distinguished by the responsibility of independently providing a wide range of emergency management duties of moderate complexity.
Examples of Duties

- Assists higher level Emergency Management staff in developing and maintaining various County documentation to prepare for, mitigate against, respond to, and recover from disasters or emergencies;
- Assists in researching best practices from other jurisdictions and lessons learned from incidents, training, and exercises and provides suggestions to the higher level Emergency Management staff on the findings;
- Collects, tracks, and reviews data to support the review and implementation of emergency management functions;
- Participates with higher level Emergency Management staff in engaging County, State, Federal, Non-Governmental, and private sector stakeholders in the preparedness, mitigation, response, and recovery;
- Defines capabilities, address gaps, and ensure County documentation is comprehensive, coordinated, and reflective of a whole community approach to emergency management;
- Participates in the procurement and administration of grants;
- Supports County departments and agencies in the development of continuity of operations documentation to ensure uninterrupted functioning of essential public services under emergency conditions;
- During disaster operations, assists or participates in the activation and staffing of the Emergency Operations Center;
- Attends orientation and training sessions;
- Attends and participates in meetings, conferences, workshops, and public appearances and assists in their coordination and setup;
- Performs other related duties as required.
Minimum Qualification Requirements
Training and Experience: A combination of education and experience substantially equivalent to graduation from an accredited college or university with a bachelor’s degree in emergency management, homeland security, civil engineering, geology, geography, climatology, ecology, environmental science, public administration, business administration economics, or a related field and six (6) months of work experience in the emergency management field.
License Requirement: Possession of a valid motor vehicle driver's license (equivalent to State of Hawaii Type 3).
Knowledge of: Basic government organization and functions; emergency management laws; Federal and State legislation affecting emergency management administration; principles and practices of emergency management; geographic and topographic features of the Hawaiian Islands; principles of research and analysis; report writing; computers and communications systems; public relations; use of standard office machines and equipment, including personal computers, peripheral equipment, and software applications.
Ability to: Learn basic principles of the functional areas of emergency management; conduct basic research and analysis; organize and prepare clear and concise documents; express ideas logically, both orally and in writing; deal tactfully with various agencies and people; develop, review and maintain plans, procedures, reports and studies; act decisively in emergencies; handle multiple tasks; organize and coordinate various group activities; write and speak effectively; work with and maintain cooperative relationships with members of other agencies; type and operate computers; learn and understand communication principles and technology systems; operate a personal computer using a variety of software applications.

The above examination is being given on an open-competitive basis to establish an eligible list which shall be effective for not more than one year unless extended by the Director of Personnel Services.

Pre-Employment/Post-Offer Drug Screening Test: All applicants, who will enter a safety sensitive position or certain designated categories that the Personnel Services Director has established or who are required by law to be drug tested must pass a pre-employment/post-offer drug screening test as a condition of employment.
