We are looking for a key team member who will play a valuable role in providing support to protecting the lives and property of our citizens in our mitigation program. The successful candidate must be a leader who has excellent customer service skills, adaptable to changes in policies and projects, strategic in their thinking, possess strong organizational and time management skills and have the ability to actively search out resources and funding to support mitigation projects in emergency management.
What you will be doing:
- Researching, developing and implementing the City hazard mitigation plans and providing direction in the scoping of mitigation projects and the creation of contingency plans to address specified threat scenarios, including coordinated preparedness, response and recovery activities.
- Preparing and disseminating targeted mitigation outreach to citizens. Working closely with citizens to compile required application forms and documents. Conducting benefit-to-cost analyses using FEMA BCA Toolkit software. Maintaining regular personal, telephone and email contact with citizens throughout mitigation projects, providing regular updates and problem resolution.
- Planning, scheduling, and implementing assigned mitigation projects and necessary design criteria for elevation, acquisition, mitigation reconstruction and/or relocation of residential homes as well as other structural and non-structural drainage improvement and flood control projects. Establishing projects, develops project budgets; interviews, evaluates, and selects design consultants as necessary. Coordinates projects with other city departments and public and private agencies as needed. Reviews elevation certificates, flood insurance rate maps, flood studies, structural engineering drawings, utility capacity, maintenance requirements and other technical information.
- Creating, coordinating and managing design/construction schedules and detailed construction cost estimates to ensure they stay within mitigation grant budgets or alternate funding sources. Reviews and analyzes design criteria, environmental and neighborhood impact, and projected completion dates. Ensures all requirements are within the local, regional state and federal guidelines and all applicable regulations are followed.
- Preparing bid packages and recommendations to include project specifications. Reviewing contractors’ bids; conducts negotiations and pre-construction conferences for mitigation related projects.
- Demonstrating knowledge and application of plans development and interpretation, surveying, construction techniques and principles, particularly for building construction management.
- Reading and applying various local, state and federal plans, guidance and bulletins to include Hazard Mitigation Assistance grant guidance, Federal Emergency Management Agency (FEMA) technical bulletins and flood/flood insurance studies and reports as they relate to basic floodplain management principles.
- Developing, researching, and preparing grant applications and determines the feasibility and compatibility of application requirements with organizational goals and objectives and operational/administrative guidelines.
- Utilizing the City’s financial system to enter purchase orders and requisitions, pay invoices and manage mitigation and other financial accounts.
- Creating and submitting various studies, briefs and reports to include grant quarterly reports, reimbursement requests and budget modification/period of performance extension requests.
Minimum Qualifications:
- Bachelor's degree in Emergency Management, Public Administration, Business Administration, Government Administration, Criminal Justice, Law Enforcement, Planning or a related field.
- Requires three (3) years of experience in the research or technical field, program or project analysis and evaluation or emergency management and disaster preparedness or closely related experience.
- FEMA Professional Development Series certification and Floodplain Manager (CFM) certification preferred.
- A combination of education and experience may be considered for this position.
Other Requirements:
- Must possess a valid driver’s license and must have and maintain a satisfactory driving record based on the City of Hampton’s criteria.
- Must successfully pass a background check related to this position prior to any offer of employment or promotion.
- Advanced writing skills required.
- The incumbent will be considered “essential personnel” during City emergency situations or at the direction of the City Manager which may include long hours and unusual schedules.
