POSITION TITLE: Construction Inspector
DEPARTMENT: Public Works
REPORTS TO: Deputy Public Works Director/City Engineer
EXEMPT STATUS: FLSA Non-Exempt position; eligible for overtime compensation
SALARY RANGE:
- 2025 Salary Range - $88,085 to $111,457
- 2026 Salary Range - $91,018 to $115,169 (Includes 3.33% COLA)
EXPECTED START DATE: March – April 2026
Under direction from the City Engineer, the Construction Inspector is responsible for inspections related to site development and right-of-way use permits for the City of Maple Valley. In addition to other duties listed, this position also oversees traffic control plans for parades and races. Job responsibilities to include:
- Administer the City's annual pavement overlay program
- Review, approve, and close out right-of-way permit applications for compliance with all applicable construction standards and technical specifications
- Perform field inspections such as traffic control, storm water facilities, temporary erosion and sediment control, grading, rockeries and structural walls, landscaping, roads, parking lots, driveways, regulatory and advisory signage, lighting, and sidewalks to assure compliance with all construction standards, Western Washington Phase 2 Municipal Stormwater Permit with the Department of Ecology, and city requirements
- Demonstrate working knowledge of power, gas, water, sewer, surface water, cable, and telecommunications conveyance construction methods and practices
- Demonstrate working knowledge of streetlights, street signage, signals, and roundabout construction methods and practices
- Determine and implement necessary field revisions to approved designs to satisfy site conditions
- Arrange and supervise traffic control for annual events to ensure public safety and minimize inconvenience to the public. (Events include parades, races, and similar celebrations, etc...)
- Assist on spill responses and code compliance cases when needed
- Maintains records to document inspections, material, and performance test results, field reports, and other related pertinent information
- Ensure that proper testing is completed on all materials installed, such as concrete mixes and soil compaction, as well as surface water utility installation tests, such as lamping and air pressure testing
- Respond to public or homeowners’ association inquiries or complaints related to construction activities, standards, and administrative procedures
- Facilitate pre-construction meetings as needed
- Track ROW and development inspections hours and submit to Finance via the OpenGov program on a bi-monthly time frame. This includes working with the Finance Department on maintaining updates on Development Inspection Deposit balances and ROW inspection hours
- Manage bonding and deposit requirements for ROW and site development permits
- Performs other duties as assigned

Knowledge, Skills, and Abilities:
- Demonstrated ability to work with Community Development and Public Works staff, contractors, and the public in a professional, courteous, and knowledgeable manner
- Knowledge of construction standards such as WSDOT, APWA, AASHTO, and MUTCD
- Ability to read and interpret engineering drawings and keep accurate field report data
- Ability to interpret material and performance tests in compliance with ASTM standards
- Ability to adapt to new procedures and policies
- Ability to use permit tracking software such as Opengov, Bluebeam, and Microsoft-based programs
Education and Experience:
- A minimum of five (5) years of experience in Public Works construction or inspection
- Municipal experience preferred
Special Requirements:
- Valid Washington State Driver’s License or the ability to obtain one by the start of employment
- Must be insurable by the city’s insurance carrier
- Must be able to pass a criminal background check
- Valid CPR/First Aid/AED certification, or ability to obtain within six (6) months of hire
- Confined Space Entry Certification within six (6) months of hire
- Traffic control supervisor certification within six (6) months of hire
- Certified erosion and sediment control lead (CESCL) certification within six (6) months of hire
- Position requires occasional evening and weekend hours
- All staff positions at the city are required to be available to report to work during off-hours in case of emergency, and perform duties as assigned
Physical Requirements:
- This position will work in both an office setting and outdoors at construction sites
- Office environment: walking, standing, and lifting records, boxes, and objects up to 40 pounds; fine motor skills; auditory, verbal, and visual ability
- Outdoors environment: ability to negotiate safely in a traffic environment or the rough terrain of a construction site. Hazards at a construction site may include falling objects, loose footing, construction equipment, and vehicular traffic
- Ability to climb ladders, work on scaffolding, in trenches, and in other underground or confined spaces
