Essential Job Functions
- Oversees all phases of project management including conceptual development, resource identification, budgeting, procurement, contract administration, scheduling, construction, auditing, commissioning, closeout, reporting and other activities in alignment with City directives and goals.
- Plans, organizes and manages effective and efficient activities of City facilities maintenance, operations, remodeling and construction. Implements City-wide space utilization programs.
- Negotiates and manages City leases and rental properties in compliance with the Landlord-Tenant Act and in coordination with property management companies. Manages leases and real estate plans for building expansions including writing and managing contracts for feasibility studies. Investigates and resolves disputes. Processes monthly rental receipts and prepares quarterly excise tax returns.
- Develops and implements procedures and practices to improve construction, repair and maintenance methods for buildings, facilities, equipment operations and building system operations.
- Identifies project goals and objectives. Creates financing plans and identifies resources needed to efficiently complete projects. Establishes work programs for staff and prioritizes work accordingly.
- Develops, implements, plans, organizes and administers efficient and comprehensive maintenance and preventative maintenance programs for City buildings and rental facilities.
- Implements a comprehensive capital improvement project portfolio.
- Prepares bid documents and requests for proposals as appropriate to hire contractors and consultants.
- Prepares project budgets and controls and monitors expenses within budget guidelines. Prepares detailed internal charges for facility maintenance and utility usage costs. Oversees facility rates and changes. Minimizes labor overtime and expenses. Ensure timely payment of invoices. Maintains a life cycle model for replacement of facilities and major equipment.
- Prepares and presents various reports regarding project status and budget compliance.
- Estimates materials, time and personnel required to complete projects. Develops schedules.
- Plans and coordinates division operations with City personnel, businesses and the general public.
- Builds effective relationships with partners. Communicates with the public, contractors and governmental agencies. Receives suggestions, resolves complaints and provides information. Follows up on issues raised by the public, contactors, City personnel and agencies as necessary.
- Coordinates and inspects cleaning and care of City buildings and offices. Plans short and long-range building maintenance and custodial projects. Provides technical support and training.
- Participates in employment process procedures including interviewing, onboarding and training programs. Assigns, trains, supervises and evaluates work of staff. Ensures performance evaluations are conducted as required to guide development of employees and provide a record of performance. Initiates, documents and implements disciplinary actions as approved by Human Resources.
- Manages key and electronic access security systems. Determines appropriate systems and security needs. Controls access to facilities and secured areas based on clearance levels.
- Organizes and maintains databases, files, records and other documents.
Qualification Requirements
- Bachelor’s degree in Construction or Project Management, Engineering, Business or a related field.
- Five years of project management experience in construction or facilities services including three years in a supervisory capacity. Leasing, property management or real estate experience preferred.
