Job Description
The City of Niagara Falls is seeking an experienced, strategic, and forward-thinking
Director of Planning to lead our Planning Division. This is a key administrative role responsible for shaping the future of the City through comprehensive planning, data-driven decision making, and collaboration with community partners and government agencies.
You will oversee all planning functions, manage staff, and guide long-term initiatives that support smart growth, development, zoning, transportation, housing, and land-use planning across the City.
What You’ll Do
- Lead, organize, and direct the daily operations of the Planning Division.
- Manage and participate in comprehensive planning programs, including periodic analysis and revisions.
- Oversee field and office studies related to land use, zoning, housing, transportation, demographics, and open space.
- Establish policies and analytical guidelines for evaluating municipal socioeconomic conditions.
- Prepare and review planning reports, studies, and recommendations.
- Supervise collection, maintenance, and updates to planning data, mapping, census information, and related publications.
- Direct and mentor subordinate staff on technical studies and research projects.
- Interpret Federal, State, and County planning regulations.
- Determine project areas and planning priorities across the City.
- Advise City officials, departments, agencies, and the public on planning issues and solutions.
- Serve as liaison to the Planning Board, Zoning Board, and other legislative bodies.
- Attend various meetings and represent the City in technical, advisory, or public-facing capacities.

Minimum Qualifications
You must meet
one of the following:
Option A
- Master’s degree in community or regional planning
- 3 years of progressively responsible experience in community or regional planning, including 1 year of supervisory experience
Option B
- Bachelor’s degree in planning, architecture, civil engineering, public administration, or a related field
- 4 years of progressively responsible experience in community or regional planning, including 1 year of supervisory experience
Special Requirement
- Must possess a valid New York State Driver’s License at the time of appointment and maintain it throughout employment.
