Job Summary

This position is located in the Department of Housing and Community Development (DHCD), Housing Preservation Unit (HPU) within the Office of the Director. DHCD mission is to produce and preserve opportunities for affordable housing and economic development and to revitalize underserved communities in the District of Columbia.

The incumbent is responsible for assisting the Housing Preservation Officer in managing the Housing Preservation Fund (HPF) by processing loans, managing databases, analyzing program operations to evaluate effectiveness toward achieving objectives. The HPF is a revolving loan fund for preserving the affordability of housing in the District and is administered in partnership with three Community Development Financial Institutions (CDFI).

Duties And Responsibilities

Primary duties include working with the CDFI partners to process loans and manage the program database. Other duties include review and analysis of current or proposed programs and related administrative and financial activities; comprehensively assess and apply effective utilization of resources at the program level; identify program strengths and deficiencies; and recommend changes or corrective action relative to program design, policies, procedures, and operations. Coordinate agency policy plans and programs with the activities of other public and private community organizations through stakeholder engagement and the review of proposals submitted by other agencies and groups. Plan, develop and implement a system for obtaining and providing data required by for day-to-day operations as well as agency long-range planning.

Recommend the establishment of new and/or revised policies, procedures, and other documentation to more effectively meet Agency goals and objectives. Ensure that program(s) maintain compliance with local and federal regulations and make recommendations to improve compliance efficiency. Participate in the development of the comprehensive agency plan, and in coordination of office operational planning and grant applications within the agency. Provide technical assistance and review for office level program plans. Provide coordination and technical assistance on program or office development projects.

Qualifications And Education

Specialized Experience – Experience that equipped the applicant with the particular knowledge, skills and abilities to perform successfully the duties of the position, and this is typically in or related to the work of the position to be filled. To be creditable, at least one (1) year of specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization.

Graduate degree in community development, public policy/administration, planning, real estate, finance, or related fields; with course work that includes more than one of the following: housing policy, development finance, Geographic Information Systems (GIS), market demographic analysis, or other related coursework (Preferred).

Or

Combination of undergraduate degree and professional experience in planning, real estate, housing finance, property management, public administration, or other related fields (Preferred).

Work is generally performed in an office setting.

Tour of Duty: Monday - Friday 8:15 a.m.- 4:45 p.m. (subject to change)

Pay Plan, Series, Grade: CS-0343-13

Duration of Appointment: Career Service – Regular Appointment

Promotion Potential: No known promotion potential

Collective Bargaining Unit: This position is in a collective bargaining unit represented by AFGE Local 2725 and you may be required to pay an agency service fee through an automatic payroll deduction.

Position Destination: This position has been deemed Security Sensitive under the guideline of the DC Personnel Manual. Incumbents of this position are subject to enhanced suitability screening pursuant to Chapter 4 of DC personnel regulations. Accordingly, incumbents must successfully pass a criminal background and consumer credit check as a condition of employment and will be subject to periodic criminal background checks for the duration of their tenure.
