Plans and coordinates the identification and disposal of derelict vehicles, and the identification, storage, and auction of abandoned vehicle; and performs other related duties as assigned.
There is one (1) immediate permanent full-time vacancy with the Department of Environmental Management - Solid Waste Division in Hilo.
(Appointment may be made at any rate within the salary range advertised above at which appropriate qualified applicants can be recruited. Starting salary will be based on the qualifications of the person selected.)
The eligible list may be used for other permanent and temporary vacancies as they arise during the life of the list. Temporary appointment may lead to conversion to permanent appointment.
- Coordinates all traffic reports on abandoned and derelict vehicles with the Traffic Services Division, Hawai`i Police Department.
- Travels island-wide to locate and identify vehicles, including into remote areas and over rough terrain and brush.
- Evaluates vehicle's condition and determines its classification as derelict or abandoned.
- Arranges with vendors to remove the derelict vehicle for disposal or the abandoned vehicle to baseyards for storage.
- Takes inventory of accessories and parts of stored vehicle; estimates value of stored vehicle.
- Maintains storage facilities island-wide for vehicles of value.
- Coordinates with the Department of Finance on the sale of abandoned vehicles through auctions.
- Represents department at community organization meetings to inform public of program services and activities; attends Environmental Commission meetings to report on program activities.
- Keeps statistical records; prepares various reports.
- Performs other related duties as assigned.
Training and Experience:
A combination of education and experience substantially equivalent to:
- graduation from high school, and
- two (2) years of general work experience which shall have included record keeping, coordination and planning of work, and estimating of values for vehicles, or similar activities, and
- possession of a valid State of Hawai`i driver's license (Class 3) or any other valid comparable driver's license at time of filing. (You will be required to submit your valid driver's license at time of hire.)
Examination: All applicants who meet the minimum qualification requirements will be assigned a score of 70 points. An education and experience evaluation will be conducted based on the applicant's training, education and experience as presented in the application.

Knowledge of: laws, ordinances, policies, procedures, and regulations governing the identification, removal, transporting, and storage of derelict/abandoned vehicles; geography of the County of Hawai`i; recordkeeping and report writing; operation and use of various office machines and equipment.
Ability to: plan, organize, and coordinate a derelict/abandoned vehicle removal program; prepare work schedules; prepare reports; give and follow oral and written instructions; read street maps and tax map keys; travel into remote areas and walk over rough terrain and through brush to search for and to inspect vehicles; use body armor as required; use a two way radio; operate standard office machines and equipment, including a personal computer and peripherals; establish effective working relationships with representatives from other governmental agencies and departments; deal tactfully and effectively with the public and co-workers.
