Department of Budget and Fiscal Services,
Purchasing Division, located at Honolulu Hale, is seeking candidates for the position of
Procurement & Specifications Specialist I. This entry-level role offers training in routine procurement and specifications tasks within a centralized governmental purchasing program. Successful candidates will gain hands-on experience with solicitations, contracts, and special assignments.
What You Will Do- Receive on-the-job training in governmental procurement work, to include learning and applying policies, practices, laws and ordinances related to governmental purchasing.
- Learn and actively work on purchasing a variety of commodities, services and construction, to include researching vendors for price, quality, characteristics, and reliability of products/services, drafting specifications and terms and conditions for bids and contracts, soliciting bids, making recommendations, etc.
- Provide information to City departments and vendors on the procurement process, specific needs for the commodities and services, or other related information to specific procurement assignments.
- Learn to write up recommendations and justifications for awards for bids and contracts.
- Participate in training and increasingly complex work assignments to progress upward in the Procurement & Specifications Specialist career ladder.
- Perform other key assignments related to the position.
Career Progression- The expectation for any Procurement & Specifications Specialist I in this department is to learn and progress upward to higher levels.
- Upon completion of probation and demonstration of satisfactory work performance with years of experience at each level, a Procurement & Specifications Specialist I may progress all the way up to the independent Procurement & Specifications Specialist IV level. Such experience must have provided the knowledge, skills, and analytical ability normally gained from attainment of a bachelor's degree.
For example:
1. Four (4) years of professional work experience, in any occupation, may substitute for a general bachelor's degree.
2. Four (4) years of general work experience (does not need to be professional level experience) in strategic purchasing or procurement activities may substitute for a general bachelor's degree.
The education requirement must be met at the time of application. Education obtained outside of the United States must be comparable to a degree earned at an accredited college/university in the United States. In order to receive credit for the education, proper documentation, e.g., a foreign credential evaluation (FCE), must be provided. We also reserve the right to request further information about your academic program, evidence of comparability, or an original transcript.
