Department: Public Works Department Reports to: Streets and Utilities Superintendent FLSA: Non Exempt Grade: 55 SUMMARY: Under the direction of the Streets and Utilities Superintendent, this position supervises and reviews the work of the Streets and Utilities Division in the maintenance and construction of Towns assets in the public right-of-way, water distribution system and wastewater collections system.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
Right of Way Asset and Utilities Maintenance
Coordinate with the Streets and Utilities Superintendent to monitor and supervise the construction, repair and maintenance of Town assets located in the public right-of-way to meet specifications, codes, and regulations
Supervise the daily operations of the Towns utility network system related to stormwater, water distribution and sanitary sewer collections systems
Oversee snow removal operations; perform snow removal and street maintenance duties and operate related equipment
Assist with preventative maintenance program for streets, stormwater, water distribution and wastewater collection systems
Assist with review, approval and inspection of right of way permit applications
Assist with road condition inspections and recommend corrective measures
Respond to water line and sewer emergencies; perform utility locates
Collaborate with other departments, contractors, engineering staff, and water and sanitary sewer treatment staff on maintenance and repair projects
Assist with Capital Improvement Project (CIP) inspections and coordination
Participate in seminars, workshops, and trainings to stay knowledgeable of new trends, legislation, and innovations in the industry
Respond to citizen inquiries and complaints
Other tasks and special projects as assigned
Supervision
Supervise and evaluate the Streets and Utilities Division staff
Provide instruction and technical assistance to staff
Schedule and assign daily tasks; ensure resources are allocated effectively and work assignments are completed on time
Administration
Maintain records in compliance with Town Retention Schedule
Supervise and monitor the work of contractors
Assist with data collection and asset management program maintenance
Safety
Lead safety officer for the Streets and Utilities Division
Assist with the development, implementation, and enforcement of safety policies, standards, and regulations
Enforce pre and post trip CDL vehicle inspections, maintenance of safety logs/training and prevention of future incidents
Demonstrate compliance with all Town and Public Works Department safety procedures, regulations, and policies
Ensure employees are trained in the safe performance of their job responsibilities
Inspect facilities and equipment for safety and compliance with standards and records safety data
Work safely to prevent accidents
MINIMUM QUALIFICATIONS (Education/Experience/Licenses/Certifications): High school diploma or equivalent; Valid Drivers License; Commercial Driver License Class B with tanker and air brake endorsement required or ability to be obtain within one (1) year of service; four (4) years experience in equipment operation, streets and utilities maintenance, or a related field, two (2) years of experience supervising others; Water Distribution and Collection system I required or ability to obtain within one (1) year ; Winter Maintenance Supervisor Certificate and Flagger Supervisor Certification required or ability to obtain within two (2) years ; Confined spaces, CPR and First Aid training required. This position is subject to the Federal Motor Carrier Safety Administration Drug and Alcohol Testing Regulations.
KNOWLEDGE, SKILLS AND ABILITIES REQUIRED: Knowledge of: Regulatory agency rules and regulations involved in the public works operations; safety protocols and regulations; principles and practices of right-of-way, water distribution and wastewater collection maintenance; office procedures including computers and software applications; asset management; occupational hazards and safety precautions; relevant injury and illness prevention regulations.

Environmental Factors: Work is performed both indoors and outdoors. This position requires travel to various municipal buildings and offsite locations using a Town vehicle; may need to be available for after hours for emergencies.
Physical Factors: While performing the duties of this job, the employee works indoors and outdoors, subject to confined spaces and heights. The employee regularly sits, stands, walks, reaches with hands and arms, stands, stoops, kneels, bends, climbs, crawls, crouches, talks and hears over the phone, radio, and in person. The employee may lift and/or move up to fifty (50) pounds.
