Under minimal supervision, the Finance Director plans and directs the County’s Central Accounting and Payroll functions. This position oversees various functions including financial reporting, central accounting and payroll for the County; reviews and approves financial procedures and controls; reviews and approves all disbursements; oversees cash management, debt financing, fixed assets, grant activity, and risk management. Responsible for independently coordinating with external auditors and leading the preparation of the Annual Comprehensive Financial Report (ACFR). Reports to the Deputy County Administrator/Chief Financial Officer.
- Plans, organizes and directs the activities of professional, technical and clerical personnel engaged in centralized accounting functions.
- Directs and participates in the formulation and implementation of applicable finance policies.
- Supervises the operations of the Purchasing Department.
- Supervises the maintenance, control, and analysis of the fiscal operations of the County government.
- Supervises and participates in the posting and balancing of County ledgers.
- Authorizes the disbursement of County funds in accordance with officially established procedures.
- Coordinates the preparation of the annual County budget and Comprehensive Annual Financial Report.
- Prepares and presents regular and special financial analyses and reports for the County Administrator and Board of Supervisors.
- Directs and participates in the formulation and implementation of financial policies and procedures.
- Prepares periodic reports of departmental financial condition for review by the Board of Supervisors.
- Plans, organizes and directs the property and casualty insurance program to protect the County's assets records, including calculation of depreciation.
- Performs other duties as assigned.
- Licensure as a Certified Public Accountant (CPA) or Certified Public Finance Officer (CPFO).
- Experience with Tyler Munis
- Possession of certification from the Government Finance Officers Association (GFOA) or the Virginia Government Finance Officers Association (VGFOA).
