About the Department: The Administration Department provides leadership, coordination, and support for all City operations. It oversees executive management, implements City Council policies, manages organizational strategy, and ensures effective delivery of services to the community. The department also handles communications, public engagement, intergovernmental relations, and overall administrative functions to keep the City operating efficiently and transparently.
About the Role: The City Manager is the chief executive and administrative officer of the City of Craig, responsible for leading, directing, and managing all municipal operations in alignment with the vision, values, and policy direction established by the Mayor and City Council. This position provides strategic leadership, ensures operational excellence, fosters organizational accountability, oversees budget activities, and advances community priorities. The City Manager oversees all City departments, manages resources, strengthens intergovernmental partnerships, and upholds the City’s commitment to transparency, service quality, and responsible governance.

Executive Leadership & Organizational Management
· Provides vision, leadership, and executive oversight to all City departments.
· Establishes organizational goals, performance standards, and service expectations.
· Directs the development and implementation of City-wide policies and organizational systems.
· Leads continuous improvement, workforce planning, and organizational development.
· Selects, mentors, and evaluates department heads and senior management.
· Facilitates interdepartmental cooperation and organizational alignment.
Strategic Planning & Policy Implementation
· Advises City Council on policy matters and operational concerns.
· Translates Council goals into actionable plans and measurable outcomes.
· Leads development and execution of long-range and strategic plans.
· Monitors legislative and regulatory developments impacting the City.
Financial Management & Budget Administration
· Oversees development and administration of the annual budget and capital improvement plan.
· Ensures financial transparency, responsibility, and adherence to fiscal policies.
· Evaluates financial trends and recommends strategies for stability and sustainability.
Community & Public Relations
· Serves as the City’s primary administrative liaison to the public and community groups.
· Communicates complex information clearly and transparently.
· Responds to citizen concerns with professionalism and tact.
· Participates in community events and represents the City in public settings.
Intergovernmental & External Relations
· Builds and maintains strong relationships with federal, state, and regional agencies.
· Negotiates and administers contracts and intergovernmental agreements.
· Advocates for the City’s interest in legislative and policy discussions.
Legal, Regulatory, & Code Compliance
· Ensures enforcement of all City ordinances, municipal codes, policies, contracts, resolutions, and agreements.
· Coordinates with the City Attorney on legal and regulatory matters.
· Maintains compliance with all applicable laws and administrative requirements.
Operational Oversight & Project Management
· Oversees major initiatives, capital projects, and operational programs.
· Establishes project priorities, timelines, and reporting structures.
· Reviews departmental reports and performance data for operational decision-making.
· Demonstrates Economic Development leadership.
Council Relations & Governance Support
· Prepares reports, agenda materials, and policy recommendations for City Council.
· Ensures effective communication between staff and City Council.
· Attends Council meetings unless excused and ensures implementation of Council decisions.
Customer Service & Community Values
· Promotes a culture of exceptional customer service and accountability.
· Demonstrates professionalism, integrity, and equity in all interactions.

Required Education, Training, Experience, Certification/Licensure, Other: Bachelor’s degree from an accredited educational institution and six years of experience; or ten years of related experience and/or equivalent combination of education and experience.
Preferred Education, Training, Experience, Certification/Licensure, Other: Master’s degree in public administration from an accredited educational institution and eight years of experience; or twelve years of related experience and/or equivalent combination of education and experience.
