NOTE: THIS IS A NON-CIVIL SERVICE POSITIONThe Department of Housing is seeking a Housing Program Accountant in its Administration Division.
The Department is seeking a detail-oriented and analytical professional to perform accounting and fiscal management work in support of housing and community development programs. The ideal candidate will have a strong understanding of government accounting practices, budgeting, and fiscal monitoring, with the ability to manage multiple funding sources and ensure compliance with federal, state, and county regulations.
Responsibilities will include but is not limited to: Performs a variety of accounting and fiscal management duties, including budgeting, monitoring revenues and expenditures, and preparing financial projections and reports. Develops and implements fiscal monitoring and pre-audit procedures to ensure compliance with funding requirements, and maintains accurate financial records for multiple federal, state, county, and private funding sources. Coordinates with Department divisions on grant, loan, and procurement transactions, provides fiscal guidance to staff and service providers, monitors wage compliance on applicable projects, and assists with reimbursement requests, audits, and other related duties as assigned.Ideal candidates will possess the following qualifications; however, comparable training and experience may be considered as a substitution.
Graduation from an accredited college or university with a bachelor’s degree in accounting, finance, business administration, or a related field. Three (3) years of professional accounting or fiscal management experience which demonstrated knowledge of accounting principles, fiscal analysis, budgeting, and financial reporting.
Knowledge of: accounting principles and practices; governmental budgeting and fiscal management; applicable laws, rules, and regulations governing grant and contract fiscal operations; and procurement and purchasing procedures.
Ability to: analyze financial data and prepare clear, accurate reports; maintain accounting and budgetary controls; interpret and apply fiscal policies and regulations; communicate effectively both orally and in writing; and establish and maintain effective working relationships with staff, agencies, and partners.
Salary Range: $63,000 to $75,000 annually
