Serve as Electric Utility Director, overseeing the full operations of the Anoka Municipal Utility.
MAJOR AREAS OF ACCOUNTABILITY:
This is not an attempt to list all work operations of this job position. Duties generally include, but are not limited to the following:
1. Prepares and recommends the operating budget and rate structure for the Electric Utility, based upon operating profit requirements, competitive rates, estimated revenues and operating costs, and projected level of service.
2. Supervises and directs the operation of the Electric Utility in accordance with approved operational plans and budget.
3. Approves department purchases. Negotiates customer service and rate contracts. Establishes staffing levels and assigns responsibilities for implementing approved plans.
4. Supervises and participates in the preparation and maintenance of the necessary records, maps, drawings, and reports to define and describe the Electric Utility distribution system and service history. Submits regular reports on service levels and operating costs.
5. Supervises and participates in design, layout and cost estimating for new construction and major repair or rebuilding projects.
6. Delegates and participates in the supervision of the construction, maintenance, and repair of the electric utility distribution system. Delegates responsibilities to department supervisory staff. Provides supervisory backup for distribution construction and operations.
7. Prepares or directs all reports required by all State and National entities, including but not limited to, FERC, NERC, EPA, and OSHA.
POSITION EXPECTATIONS/REQUIREMENTS:
1. Follow written job order or verbal instructions and work in accordance with The National Electric Code and The National Electric Safety Code, , National Fire Protection Association, American Public Power Association and The Occupational Safety and Health Administration.
2. Ability to read and interpret electrical blueprints concerning relaying systems and SCADA systems relating to substation controls.
3. Ability to perform emergency repairs to equipment and buildings without direct supervision in a safe and efficient manner.
4. Knowledge of emergency procedures, i.e. evacuation procedures and responses to various emergencies.
5. Mentors employees in order to increase job knowledge and efficiencies.
6. Must wear safety equipment when required and follow established safety practices and procedures.
7. Must be able to work independently.
8. Must be able to communicate effective with the public, Elected Officials, and City staff.
9. Creates a favorable image of the City in contacts with the Public, Elected Officials and other Organizations.
10. Must exercise initiative, discretion and independent use of judgment over matters of significance.
11. Keeps City Manager informed of any development, which he/she will need to know to function effectively.
12. Performs other duties and assumes other responsibilities as apparent and/or as assigned. by the City Manager.
RESPONSIBILITY FOR WORK OF OTHERS:
Supervises: Operations Superintendent, Assistant Utility Director.
EDUCATION/EXPERIENCE PREREQUISITE(S):
1. Must have an Electrical Engineering Degree.
2. Must have five (5) years recent experience in management.
3. Must have five (5) years of supervisory experience.
OTHER PREREQUISITES:
1. Specific Qualifiers/Tests:
- Pre-employment drug screen prior to starting employment.
- Muss pass criminal background check.
- Must possess a valid and unrestricted Class D Driver’s License and a satisfactory driving record.
2. Physical Requirement(s):
- Ability to work both inside and outside in all weather conditions.
- Ability to lift up to 50 lbs with or without accommodations.

- Met standard performance rating.

ADDITIONAL FACTORS TO BE CONSIDERED

4. Additional training relating to the design and operation of Utility infrastructure projects.
