The Supervisor, Roads will assist in the year round maintenance and operation of city roadways, and sign and traffic light systems, sidewalks and surface and storm channel system. They will be responsible to complete spot checks on work completed, to ensure accuracy and efficiencies are being met, and “report a concern” tracking.
Supervision and Leadership
- Provide direction to employees by planning, assigning and supervising work.
- Review daily time sheets for authorization.
- Ensure proper organization and scheduling of activities as required for the most cost effective and efficient use of assigned staff and contractors to maintain favourable personnel relations.
- Undertakes the necessary steps involved with the hiring process; trains staff and ensures optimal performance from all assigned staff.
- Sets clear expectations, monitors, evaluates, and ensures performance discussions are being completed, maintaining two-way dialogues on work and results.
- Creates a culture that values, supports, and reflects diversity, equity and inclusion.
- Ensures employees have the appropriate training to complete their assigned duties.
- Develop positive behaviour and attitude among assigned staff.
Safety and Environment
- Conduct monthly safety meetings and inspections.
- Conduct safety orientations for contractors.
- Conduct pre-job safety meetings for non-routine tasks.
- Develops required Standard Operation Procedures (SOPs), Safe Work Practices (SWPs), Job Safety Analysis (JSA), Field Level Hazard Assessment (FLHA) and other site-specific safety documents.
- Assist in conducting incident investigations implement corrective actions and follow through.
- Ensure all required safety training for staff are up to date.
- Ensure all equipment is inspected as per the scheduled plan.
- Ensure regulatory and OHS compliance with all aspects of operation.
- Participate in EMO Operations if required.
Budget Management
- Assists in budgeting for revenues and expenses for operating and capital budgets.
- Understands the implications of financial decisions and impact on the department.
Communication/Customer Service
- Build cohesive relationships with suppliers, contractors and other City Departments with a strong focus on customer service.
- Respond to complaints and inquiries from the public, maintains good public relations and a high quality of service to the public.
Operations
- Monitor, develop, recommend and implement operating procedures and programs that provide for efficient construction, operation, maintenance and preventative maintenance of all systems under control.
- Prepare periodic reports and maintain records of programs and personnel.
- Collaborate effectively with the other Supervisor to ensure efficient management of the team.
- Collaboration, coordination and planning for project development as a Project Manager.
- Prepare, review and score RFP’s in conjunction with Manager, Roadway Services.
Other
- Other related duties as required.

Normal working hours are between 8:00 a.m. – 5:00 p.m. with the requirement to work outside these standard hours. This position may be required to be on-site, with minimum notice, in emergency situations, day or night. This position needs to be accessible to employees who are working shift work to answer questions and concerns.

- Completion of a one-year post secondary certificate in project management or related field or a trade in a related discipline.
- Three years’ direct work-related experience and 3 years’ in a supervisory position.
- ICS 200 with EMO experience is considered an asset
- Working in a municipal and/or unionized environment would be considered an asset.
- Project management training and experience is considered an asset
- Contractor organization and supervision experience is considered an asset
- Thorough knowledge in all aspects of directly related municipal infrastructure.
- A combination of formal knowledge and experience may be considered.
- Ability to communicate effectively, both verbally and in writing, and to deal with complaints in a tactful manner.
- Must be proficient with computers with basic to intermediate knowledge in Microsoft Suite including: Word, Excel and Outlook
- Ability to establish and maintain effective working relationships with the public, contractors, and other City employees.
- Ability to maintain a high standard of ethics and confidentiality.
- The desire and ability to pursue additional educational qualifications as required.
- Ability to make decisions, provide direction and problem solve in a timely manner.
- A valid Class 3 Driver’s License registered in Alberta or Saskatchewan with an acceptable Driver’s Abstract is required. This position will be required to operate a personal or municipal vehicle for business purposes.
