Position Summary
The Building Commissioner is responsible for administering and enforcing the City’s building codes, construction standards, and related regulations. This position oversees building permits, inspections, and code compliance to ensure public safety, structural integrity, and adherence to applicable local, state, and federal building laws. The Building Commissioner works closely with the Zoning Administrator, Planning staff, contractors, design professionals, and the public to facilitate safe, orderly, and compliant development within the City.
Key Responsibilities
• Administer and enforce state and local building codes, including residential, commercial, and industrial construction standards.
• Review and approve building permit applications, construction documents, and plans for code compliance.
• Conduct or coordinate building inspections at various stages of construction and issue certificates of occupancy.
• Interpret building codes and provide guidance to contractors, architects, engineers, property owners, and the general public.
• Investigate complaints and alleged building code violations; issue notices of violation and coordinate corrective actions.
• Coordinate enforcement actions with legal counsel when necessary.
• Maintain accurate records of permits, inspections, violations, and enforcement activities.
• Serve as technical advisor to the Mayor, Planning Commission, and other boards or commissions as requested.
• Coordinate building activities with zoning, planning, public works, fire department, and utility providers.
• Stay current on changes in building codes, state statutes, and best practices; recommend ordinance or policy updates as needed.
• Provide customer-focused service while ensuring consistent and fair code enforcement.
• Attend meetings, hearings, and training sessions, including evening meetings as required.
• Perform related duties as assigned by the Mayor.
Minimum Qualifications
• Bachelor’s degree in Construction Management, Engineering, Architecture, Public Administration, or a related field; or equivalent combination of education and experience.
• Thorough knowledge of applicable building codes and construction practices.
• Ability to read and interpret construction plans, specifications, and technical documents.
• Strong written and verbal communication skills.
• Ability to work effectively with elected officials, staff, contractors, and the public.
• Valid driver’s license.
Preferred Qualification
• State of Indiana Building Commissioner or Building Inspector certifications.
• ICC (International Code Council) certifications.
• Experience in a municipal or governmental setting.
• Supervisory or project management experience.
Working Conditions
Work is performed in an office and field environment. The position requires frequent site visits, inspections of active construction sites, exposure to outdoor conditions, and occasional physical activity such as climbing stairs or ladders. Attendance at evening meetings may be required.
