The Police Chief serves as the chief law enforcement officer for Wellington City and is responsible for the overall leadership, administration, and operation of the Wellington City Police Department. The Police Chief works under the general supervision of the Mayor or the Mayor's designee and in accordance with City policies, ordinances, and applicable state and federal laws.
The Police Chief directs and coordinates the activities of sworn and reserve officers; oversees departmental operations, personnel, and resources; ensures the effective enforcement of City ordinances and applicable state and federal laws; and is responsible for the professional, ethical, and efficient functioning of the Police Department.
The Police Chief must have considerable knowledge and experience in modern law enforcement principles, procedures, techniques, and equipment, as well as applicable federal, state, and City laws, rules, regulations, and ordinances governing law enforcement operations.
The Police Chief plans, coordinates, supervises, and evaluates Wellington City Police Department operations; establishes departmental policies, goals, and objectives; and ensures alignment with City policy direction and applicable guidance from the Mayor and City Council.
- ESSENTIAL KNOWLEDGE, SKILLS AND ABILITIES REQUIRED**:
The Police Chief must hold current certification as a Category I Peace Officer through the Utah Peace Officer Standards and Training (POST) Academy and maintain all required certifications for any firearms or weapons authorized and carried in the performance of official duties.
The Police Chief must possess thorough knowledge of the City, including streets, public infrastructure, City facilities, and critical services, as well as familiarity with emergency response resources including law enforcement, fire protection, and emergency medical services.
The Police Chief must have considerable knowledge and experience in modern law enforcement principles, procedures, techniques, and equipment, as well as applicable federal, state, and City laws, rules, regulations, and ordinances governing law enforcement operations.
The Police Chief plans, coordinates, supervises, and evaluates Wellington City Police Department operations; establishes departmental policies, goals, and objectives; and ensures alignment with City policy direction and applicable guidance from the Mayor and City Council.
The Police Chief coordinates law enforcement assistance related to comprehensive emergency management operations within the City, including natural disasters, hazardous materials incidents, civil defense situations, and public safety events.
The Police Chief develops and maintains the organizational structure of the Wellington City Police Department, including lines of authority, responsibility, and communication, to effectively carry out departmental policies and City objectives. This may include creating or revising organizational structures as necessary.
The Police Chief oversees departmental purchasing, authorizes expenditures, monitors fiscal activity, and manages the department budget as established by the Wellington City Council.
The Police Chief supervises and coordinates the preparation and presentation of the annual departmental budget; directs budget implementation; identifies future resource needs; and works with appropriate City staff in support of fiscal planning and management.
The Police Chief initiates personnel actions such as recruitment, selection, promotion, transfer, and discipline of officers within the Wellington City Police Department to maintain an effective and efficient workforce; participates in selection interviews; and conducts annual performance evaluations.
The Police Chief meets with elected and appointed officials, other law enforcement agencies, communi
ty and business representatives, and the public regarding departmental activities; attends profession l conferences and meetings; and represents the Wellington City Police Department at local, state, and national functions.
The Police Chief establishes and maintains liaison with courts, prosecutors, correctional agencies, and federal, state, and local law enforcement agencies, as well as the news media.
The Police Chief must be able to respond effectively in emergency and high-stress situations; exercise sound judgment; demonstrate initiative and problem-solving skills; follow applicable safety practices; maintain appropriate physical condition; communicate effectively verbally and in writing; and maintain effective working relationships with other agencies and personnel.
The Police Chief must be able to interact professionally with the public, respond to citizen concerns and complaints as appropriate, and perform the essential functions required of a sworn law enforcement officer when necessary.
Working Conditions
The Police Chief works in a variety of environments ranging from office settings to outdoor conditions that may involve extreme temperatures, physical exertion, and exposure to adverse weather while performing law enforcement duties.
Preferred Qualifications
Education and Experience
Bachelor's degree in Public Administration, Political Science, Law Enforcement, Criminology, or a closely related field, and:
- Eight (8) years of law enforcement experience, including at least four (4) years in a supervisory capacity; **or**
- An equivalent combination of education, supervisory experience, and law enforcement experience.
**Wellington residency preferred but not required.**

A thorough knowledge of modern law enforcement principles, policies, techniques and equipment.
A thorough knowledge of applicable laws and ordinances in department rules and regulations.
Considerable knowledge of administrative methods and procedures; considerable knowledge of principles of supervision.
Considerable knowledge of interpersonal communication skills and public relations.
Considerable knowledge of budgetary practices and procedures and fiscal management.
Ability to supervise and coordinate the activities of a Police Department.
Ability to exercise sound judgment in evaluating situations and in making decisions in emergency situations.
Ability to communicate effectively both verbally and in writing.
