The City of Green Bay is seeking a Planning Manager to lead its Planning Division and play a key role in shaping the City’s future growth and development. This is an exciting opportunity for a strategic planning professional who values collaboration, innovation, and community impact.
Under the direction of the Development Director and Deputy Development Director, the Planning Manager performs work of considerable responsibility in the development and implementation of strategic land-use planning initiatives. This position oversees Planning Division staff and leads efforts related to comprehensive planning, zoning, land development, and regional collaboration.

- Leads development of and updates to strategic land-use planning documents, including the Comprehensive Plan, , Corridor Plans, and Neighborhood Plans. Collaborates with other governmental entities on regional land-use, infrastructure, and transportation planning efforts.
- Directs, coordinates, supervises, and evaluates the work of staff responsible for planning and zoning. Provides coaching for performance improvement and development. Participates in and/or conducts management/staff meetings.
- Prepares materials for and attends meetings of the Green Bay Plan Commission, City Council, and other committee and commission meetings as needed. Represents and advocates for the City on the Joint City of Green Bay – Town of Scott Plan Commission.
- Creates and implements changes to Zoning, Subdivision, and other land-use codes.
- Negotiates border agreements with neighboring municipalities. Supervises review and approval of subdivision and certified survey map reviews within the City and the City‘s three-mile extraterritorial jurisdiction, official mapping activities and street, alley and easement vacations/discontinuances.
- Actively participates in land development activities and the entitlement process. Supports the Zoning Administrator with reviewing and negotiating requests for zoning, site plan, conditional use permit, Certified Survey Maps approvals. Creates and negotiates planned unit development zoning.
- Assists community businesses, academic institutions, non-profit agencies, and neighborhood organizations on planning and land-use related matters.
- Assists in the development and management of City business parks.
- In cooperation with the Director and Deputy Director, develops and implements Departmental goals and strategic actions (both short and long-term) and assists in the preparation and administration of budgets.
- Continuously seeks process improvement opportunities within the Department and City and capitalizes on their implementation.
- Provides technical support to Department staff, conducts research, and prepares various reports as needed.
- Performs other duties as assigned.
- Bachelor’s degree in Urban Planning or closely related field.
- Master’s degree in Urban Planning or closely related field, highly desirable.
- Certification with the American Institute of Certified Planners, highly desirable.
- Five to seven years related experience.
A combination of equivalent experience and/or education may be considered.
- Considerable knowledge of the principles and practices of community planning; City, State, and Federal laws pertaining to community planning and sustainable urban development. Knowledge of applicable State and municipal codes.
- Considerable skill in the application of principles and practices of City planning, urban design and land resource management; the interpretation and application of City, State and Federal laws governing planning; designing and conducting surveys and research efforts; organizing reports and graphic illustrations using GIS and similar tools. Good skill in team leadership.
- Considerable ability to oversee and accomplish urban development and management in accordance with adopted City plans or policies; manage time efficiently. Ability to utilize a computer and the required software; communicate effectively both orally and in writing; establish and maintain effective working relationships with staff and the public; work the required hours of the position.
- May be required to demonstrate minimum competency by successfully passing approved tests.
