FACILITIES MANAGER
General Summary
Under the direction of the County Administrator, the Facilities Manager is responsible for the maintenance and repair of the mechanical systems of all County buildings. Oversees and participates in the building preventative maintenance program. Directs employees responsible for all custodial functions and for all maintenance and repair tasks in County buildings. Develops specifications for projects to be contracted and oversees the work of contractors. May perform the work of Facilities employees and other duties as required.
Essential Functions
1. Supervises departmental personnel and is responsible for hiring, training, scheduling and approving leave, assigning work, reviewing and evaluating performance and dealing with employee relations issues. Initiates corrective action as necessary.
2. Conducts regular staff meetings to make work assignments and to review safety procedures and regulations, including compliance with MIOSHA, employee right to know, and similar regulations. Performs job site hazard assessments for staff and accident investigation for staff and general public. Utilizes MIOSHA Training Institute curriculum and works with MIOSHA enforcement and education during site visits.
3. Serves as a member of the County’s Safety Committee. Leads weekly department safety meetings
4. Monitors building and grounds operations performed by county employees and contractors, to ensure completion of cleaning, grounds work, and snow removal tasks, proper equipment operation, and the safety and security of the facility. Tests and manages the operation of security systems and works with enhancement projects in the Courts and Sheriff’s Office.
5. Monitors internal services support operations such as mail processing, setting up courtrooms and meeting rooms, central receiving and delivery of supplies and equipment, record retrieval and record shredding, furniture and equipment moving, and so forth.
6. Determines the need for long and short term repair and construction projects. Recommends the need for the project and completes the project using County employees or contractors.
7. Develops service contracts and smaller construction project bid specifications, drawings, and contract documents for approval, advertises for bids, and determines the responsible low bidder. Conducts project walk-through with contractors and vendors, explaining the requirements of contract documents on an as needed basis. Oversees projects to ensure completion in keeping with specifications and time frames.
8. Works with professional consultants to establish construction documents for large scale projects. These projects are competitively bid according to the County Purchasing Policy. Creates and submits contracts for legal review. Performs and manages hazardous material assessments in accordance with regulations. Verifies proper workmanship and completion along with overseeing close out documents.
9. Oversees energy management system to ensure adequate heating, ventilation, and air conditioning, monitoring the system throughout the day and scheduling optimal run time of equipment due to changing meeting schedules and holidays.
10. Receives repair work requests, prioritizes requests, and establishes a timely completion date. Assigns employees in repair and maintenance tasks, considering available personnel, priorities, and the nature of the jobs to be completed.
11. Assists staff with detailed inspections and troubleshooting to establish a root cause analysis. Meets with state boiler and elevator inspectors during on-site visits.
12. Participates in the development of capital improvement and operating budgets. Monitors budget expenditures throughout the year to ensure compliance with budget allocations. Prepares purchase order requisitions and approves invoices for payment.
13. Serves as department spokesman, explaining facility operations to the public, County Board, and building tenants. Ensures compliance with codes and ordinances, licensing requirements, and safety considerations.
14. Inventories supplies and equipment, gathers information, writes specifications, and obtains quotes or bids out to obtain the best cost.
15. Manages specific leases relating to County facilities (not including the Airport and Sawyer).
16. Serves as resource for capital improvements and routine mechanical failures at Perkins Park.
17. Manages lagoon operations with assistance from Sawyer Wastewater and works with EGLE on lagoon discharge and potable water compliance.
18. Manages and implements service contracts for a variety of vendors to keep building operations functional and compliant with local and state laws. Manages and controls the contract for multi-functional copiers for County buildings.
Other Functions
19. Must be adequate with Microsoft word and Excel software.
20. Serves as a member of the Safety Committee. Attends quarterly meetings, participates in safety walkthroughs of various County locations. May provide suggestions for potential safety issues and/or solutions.

Employment Qualifications
Education: Associates degree in building management or related fields or the equivalent. Prefer additional coursework or training in electrical, plumbing and HVAC.
Experience: Three to five years of experience in facilities management, building management, including building construction/renovation and the operation and maintenance of mechanical, heating, cooling, and ventilation systems.
Other Requirements:
· Valid Michigan Driver’s license

· Lifting ability to remove snow and remove and replace parts on building mechanical systems.
