Montgomery County Department of Finance (Finance) is seeking an energetic and results-oriented professional with proven grant accounting and reporting experience, and exceptional communication and organizational skills, to join our collaborative and committed General Accounting team. In addition, we are looking for an individual that possesses the soft skills necessary to deal effectively and successfully with others both internally and externally. The incumbent must demonstrate a high level of emotional intelligence evidenced by skills such as teamwork, problem-solving, adaptability, time management, critical thinking, and positive interpersonal relationships.
The department is hiring an Accountant/Auditor Supervisor (Grant Accounting Supervisor), who is responsible for the unit that accounts for the County's grant funds. Responsibilities include preparing and/or reviewing internal and external programmatic and countywide grant reports, including the annual Schedule of Expenditure of Federal Awards (SEFA), reviewing and posting journal entries, ensuring proper grant setup in the County’s ERP system, liaising with County departments to provide guidance and resolve issues, supporting the annual Single Audit, financial statement audit and other ad-hoc audits, and leading the month-end and annual close process for the County’s grants special revenue funds.
Supervisory responsibilities include supervision of accounting staff; serving as a liaison to department staff; planning, coordinating and directing the activities of the funds/programs. Technical accounting responsibilities include performing complex accounting analysis and research utilizing an in-depth knowledge of governmental accounting standards (GASB); analyzing and implementing new accounting standards; preparing and reviewing the financial statements and related disclosures for publication in the County's Annual Comprehensive Financial Report (ACFR) and SEFA, and supporting reconciliations, analysis and work papers; contributing to other various reports such as interim financial statements, State Uniform Financial Report, and the Popular Annual Financial Report (PAFR); providing ongoing technical advice and consultation on technical accounting issues; and preparing and reviewing financial transactions. Responsibilities also include recommending and implementing business process improvements, written communication of audit, control and process deficiencies and participating in research and resolution of system-related issues.
The Accounting Supervisor is highly proficient in governmental accounting standards, Uniform Grant Guidance (2 CFR Part 200) and OMB Circular No. A-133. As such, he/she is required to have considerable accounting knowledge and experience; the position also requires considerable experience with automated financial systems, preferably Oracle eBusiness and Business Intelligence reporting tools, and software tools such as Excel, Access, Word, and PowerPoint.

A criminal background and credit history check will be conducted on the selected candidate prior to appointment and will be a significant factor in the hiring decision.
Education: Graduation from an accredited college or university with a bachelor’s degree in accounting, or a bachelor’s degree in Business Administration, Public Administration, or a related field with a major in accounting coursework.
Experience: Considerable (i.e., five (5) years) professional experience in a grant accounting and reporting field at the full performance level or 2 (two) years of experience performing work as a senior-level grant accountant and/or auditor.
Substitution: Certification as a Certified Public Accountant (CPA) may be substituted for a degree in Accounting or a major in Accounting.
The applications of those individuals meeting the minimum qualifications will be reviewed to determine the extent, relevance of training, and experience in the following areas:- Financial statement and disclosure, preparation for a Single Audit Report, Annual Comprehensive Financial Report, or similar financial report.
- Uniform Grant Guidance (2 CFR Part 200)
- Preparing and submitting grant expense reports/requests for reimbursement.
- Experience supervising in a complex accounting operation comprised of professional accounting staff in both traditional office and telework settings.
- Experience using accounting and financial management software normally found in a large organization such as integrated ERP applications like Oracle (General Ledger and Projects and Grants modules), Business Intelligence reporting tools, MS Office, and a workpaper software solution like Pfx Engagement.
- Experience specific to grant and general ledger operations that include preparing, reviewing, and/or auditing complex journal entries and account reconciliations, and playing a key role in the monthly, quarterly, and annual general ledger close process.
- Meeting deadlines and communicating complex grant and accounting issues to non-financial colleagues.
- Previous government accounting experience is preferred.
