DESCRIPTION SUMMARY:
This is a highly skilled responsible position performing tasks in all areas of accounting and finance and responsible for the accurate recording of all financial transactions of the City. Work is performed independently but under the general administrative direction of the City Manager.
ESSENTIAL JOB FUNCTIONS-Include, but may not be limited to:
1. Strategic Planning:
· Will participate in the strategic planning activities involving management to properly allocate funds resources for planned projects, and budgeted items.
· Direct and coordinate the complete budget process as well as any budget adjustments directed by the City Manager and City Commission.
· Advise the City Manager, City Commission, and Department Heads on revenues and expenditures, on performance against the budget.
2. Financial:
· Prepare monthly budget status reports and present them to City Manager each month.
· Prepare quarterly budget status reports and present them to City Commission.
· Establish internal controls involving expenditures.
· Supervise the handling of all cash receipts and disbursements.
· Responsible for enforcement and collection of tax revenues.
· Analyze and reconcile all revenues for the General, Utility, Capital Projects, and Redevelopment funds.
· Research and report on state and federal funding options for the City.
· Prepare quarterly and annual financial reports to municipal bond underwriting firms as may be required.
· Establish all financial policies and control.
· Oversee Citywide P-Card program.
· Function as gatekeeper for all financial transactions.
· Make available all records and data for the City Auditor as requested and prepare requested schedules.
· Provide information to PRM so they can perform the annual Worker’s Compensation audit (payroll).
· Issue Redevelopment tax bills and monitor collection.
· Maintain all payroll records for the City including processing monthly, quarterly, and annual reports to the state and federal governments.
· Responsible for the accuracy of all financial documents.
· Prepare, report and file all TRIM related documents.
3. Employee Relations:
· Oversight of all finance department employees, which includes interviewing and hiring, coaching and mentoring, development, conflict resolution, and discipline termination.
· Responsible for educating and enforcing city policies and procedures.
· Delegate and assign tasks to departmental employees.
· Train staff to ensure effective departmental operations.
4. Team Player:
· Must be able to work with the City Manager and other Directors in a professional manner while supporting the City's agenda.
· May occasionally participate in other departmental interviews/hiring process.
· May be asked to volunteer to work/attend during City events.
MINIMUM QUALIFICATIONS- (Knowledge, skills, and abilities):

EDUCATION AND EXPERIENCE:
· Must possess a four-year degree from an accredited college or university in the areas of accounting, finance, or business/public administration within accounting emphasis.
· A minimum of 7 years’ experience in a senior finance/accounting position.
· Knowledge of Governmental accounting standards and willing to obtain certification as a Certified Government Finance Officer - Florida within 1 year after hiring.
REQUIRED:
Experience in municipal government is required.
