Performs difficult administrative work related to administering, preparing, and maintaining the County’s annual budget and financial related tasks. Work is performed under the limited supervision of the Assistant Finance Director and oversight is exercised over personnel within the team.
Hiring pay range is $39.32/hr. - $44.04/hr. depending on qualifications and direct work experience. Coordinate’s the County’s budget development within the various departments, divisions and/or programs.
Responsible for meeting with department senior managers and staff to compile and analyze documentation regarding revenue, spending levels, or staffing requirements.
Participate in identifying County program service levels and developing documentation for budget adjustment requests.
Prepare budget recommendations, along with required supporting documentation for supervisory review and submission to the Assistant Finance Director.
Required to attend scheduled budget hearings and assist in preparation of budget responses to the questions or issues that arise.
Perform financial forecasting and prepare budget-related projections; perform cost control and containment analysis; monitor program delivery, expenditure, and revenue reports and take corrective action; participate in fund balancing and reconciliation efforts.
Perform financial analysis of fiscal activities for the development and ongoing monitoring of the budget.
Prepare and present complex reports and analyses of the County’s budget. Provide information and training on financial management, planning, budgets, expenditures, and revenue forecasting.
Analyzes assigned departments' annual, supplemental and deficiency budget requests and develop recommendations for review by higher-level budget officials. Assist departments with proper expenditure coding, financial analysis, and other related activities. Prepare financial system budget entries as required.
Develop and maintain Oracle databases, spreadsheets, and related management systems for budget development and administration
Participate in developing program definitions, goals, and performance measures; coordinate strategic planning activities with departmental staff in conjunction with elected officials' goals, priorities, and policies.
Analyze enterprise-wide resource planning (ERP) system issues. Recommend and document solutions. Daily communication with departmental system user to provide instruction and training on system uses and relation policies and procedures.
Prepare reports relating to departmental financial activities in order to document financial conditions and to comply with external reporting requirements.
May participate in the preparation of financial statements that are part of the Annual Comprehensive Financial Report and budget reporting.
Prepares and participates in the Capital Improvement Plan (CIP) reports and applicable committee(s).
Serves as a backup to payroll team members when assigned.
Performs other duties and activities as assigned.
Education and ExperienceAssociates Degree in accounting, finance, or related field, and two years of experience in accounting, budgeting, and/or auditing, preferably in a government setting, or equivalent combination of education and experience. Knowledge of Governmental Accounting Standards Board (GASB) proclamations is preferred. Bachelor’s degree is preferred.
