The purpose of this classification is to coordinate activities of emergency management including emergency preparedness planning, situational awareness, public safety response, and provide specialized support for emergency management programs, functions and activities.

Consults with the Emergency Management Director, other public safety agencies, and other officials to review operations/activities, review/resolve problems, receive advice/direction, and provide recommendations.
Oversees and coordinates daily operations and activities of volunteers; maintains records of volunteer training activities; provides budgetary input and monitors expenditures to ensure compliance with approved budget.
Assists in developing long term plans, goals, and objectives for assigned area; evaluates efficiency and effectiveness of specific assigned operations, procedures, and use of resources; recommends and/or implements improvements as needed.
Receives and responds to reports of emergency situations such as bomb threats and hazardous materials incidents; contacts appropriate agencies and authorities; and ensures adherence to established protocols, procedures, and operational plans.
Establishes and maintains effective communications and working relationships with other department managers, state and federal agencies, emergency management representatives from other localities, school officials, and civic and business groups in order to ensure effective communications, preparedness, coordination and response to emergency situations; and provides guidance and expertise to County officials, other agencies, and businesses regarding emergency management operations.
Plans and coordinates specific area emergency management training; prepares training lesson plans; reserves training facilities; obtains needed materials and supplies; conducts training; and evaluates results.
Coordinates and conducts school, county, and/or multi-agency emergency disaster exercises following the Homeland Security Exercise Evaluation and Planning (HSEEP) guidelines to evaluate planning and preparedness; coordinates emergency management training through Georgia Emergency Management Agency (GEMA).
Develop and Facilitates After Action Reports (AARs) and Situation Reports following planned and unplanned EOC Activations, Exercises, and Trainings.
Develop, facilitate, and maintain The Staff Development Plan to assure all staff both internally and externally are trained for service during an Emergency or Disaster.
Serves in the Emergency Operations Center (EOC), when activated, to provide guidance, assistance and support to other agencies working in the EOC.
Attend training related to emergency management as well as other areas of public safety to include but not limited to law enforcement and fire services.
Assists the EMA Director in the planning and coordination of special events involving multiple agencies/jurisdictions.
Promotes the importance of emergency preparedness in the community; assists business, industry, school and community groups with coordinating, preparing, development, training and testing of emergency plans and procedures.
As directed, serves as liaison between the County, City and state and federal agencies, surrounding localities; serves on task forces and committees as assigned; communicates with National Weather Service personnel; may represent the County at meetings and conferences.
Performs a variety of administrative tasks including maintaining files and records; prepares operational, statistical and/or activity reports; and distributes reports, records and other documents to appropriate parties.
As directed, assists with the preparation of grant applications; maintains related records and reports; and submits grant reports to the EMA Director or grant authorities as applicable.
Operates a personal computer, and general office equipment as necessary to complete essential functions, to include the use of word processing, spreadsheet, database, or other system software.
Maintains a comprehensive, current knowledge of applicable laws, regulations, standards, and guidelines; reads professional literature; attends seminars, workshops, and training sessions as appropriate.
Assists with the Social Media Outreach Campaigns and Outreach Events.
IF ASSIGNED AS PUBLIC SAFETY/ SAP AREA COORDINATOR
This position will fill the role as the Emergency Management Director in his or her absence.
This position will be the EOC Manager during event activations.
Review, update and implement the Local Emergency Operations Plan (LEOP), and all annexes to the LEOP. Review policies and procedures; develop, update and maintain related action plans including the IPP; Hazard Specific Plans, Emergency Support Function (ESF) Plans, Damage Assessment Plan, Debris Management Plan, Joint Information/ Joint Information System Plans, Mass Fatality Plan, and other Operations Based Plans.
Assists other agencies in developing plans and procedures which support and compliment the LEOP and overall emergency response goals.
Establish and facilitate regular EMA Committees, specifically: Public Safety Services, Situational Awareness and Planning, Alert Forsyth, Siren, and Training and Exercise Committee.
Monitors and maintains EMA systems including the siren system and emergency operations center systems; ensures systems are in full operating condition and in a state of readiness; performs troubleshooting on systems and identifies the need for repair and/or replacement.
Responsible for the accountability of Inventory and Warehouse Operations.
Updates and maintains the Forsyth County EOC Management Systems (critical incident management program), administrator for the Everbridge System and provides support and troubleshooting to Forsyth County Everbridge users.
Responsible for the development, review and coordination of the Integrated Preparedness Planning (IPP) Plan.
Assists in the establishment, maintenance, and activation of emergency communications and warning systems and devices to alert the public of emergency situations; monitors and tests warning units placed in schools, hospitals, nursing homes, and daycare facilities; maintains records of the monitoring and testing of specific units.
Additional Functions
This classification is designated as a safety sensitive position which is subject to random drug and alcohol testing and any other drug testing methods as stated in policies adopted by Forsyth County concerning drug and alcohol.
Performs general/clerical tasks, answers the telephone; provides information, advice and guidance; takes and relays messages and/or direct calls to appropriate personnel; returns calls as necessary.
Performs miscellaneous duties including maintaining cleanliness of assigned office and department vehicle, assisting with minor vehicle repair and maintenance, and general housekeeping.
Required to be on-call, and/or work rotating shifts including weekends and holidays as deemed necessary.
Performs Other Related Duties As Required.
Associates Degree or equivalent; supplemented by one (2) years of emergency management experience. Must possess and maintain a valid Georgia Driver’s License. Certification as GA-CEM (Georgia Certified Emergency Manager) preferred.
