DUTIES
A Director of Human Resources directs, develops, implements and manages the human resources activities of the Department of Water and Power including a variety of support programs, policies, procedures, and systems which ensure compliance with local, State, and Federal laws; applies sound supervisory standards and techniques in building and maintaining an effective work group; and fulfills equal employment opportunity responsibilities.
REQUIREMENT(S)/MINIMUM QUALIFICATION(S)
- Two years of full-time paid professional experience with the City of Los Angeles as a Utility Administrator III or in a position at that level, which provides experience in personnel administration or labor relations; or
- A Bachelor’s or Master’s degree from an accredited college or university in Human Resources, Business Administration, Industrial Psychology, or a closely related field and four years of full-time paid professional experience in a senior-level human resources position which must include experience in two or more of the following areas: Change Management, Compensation and Benefits, Employee Relations, Employment Law, Industrial Design, Performance Management, Talent Acquisition; or
- Eight years of full-time paid professional experience in a senior-level human resources position which must include experience in two or more of the following areas: Change Management, Compensation and Benefits, Employee Relations, Employment Law, Industrial Design, Performance Management, Talent Acquisition.
PROCESS NOTES
- Applicants who lack six months or less of the required experience at the time of filing may file for this examination. However, they cannot be appointed until the full experience requirement is met.
- As a condition of employment, a valid Class C driver’s license issued by the California Department of Motor Vehicles (DMV) is required. Applicants will be disqualified and candidates will not be eligible for hire if their DMV record within the last 36 months reflects three or more moving violations and/or at-fault accidents, or a conviction of a major moving violation such as DUI or DWI in any state or jurisdiction. Notice of disqualification or ineligibility for hire may be issued by the City of Los Angeles at any time before a final job offer is extended.
- For internal use only: Licensing verification will occur at the time of appointment.
- For qualifying work experience, the term, “professional experience” applies to positions that require possession of a degree from an accredited four-year college or university in order to obtain that position. Therefore, to be considered “professional,” qualifying experience must be gained in positions requiring a four-year degree.
- Candidates completing the examination process who qualified under Requirement #2 may be contacted by the Personnel Department to provide required proof of qualifying degree. Applicants who wish to expedite this process may attach a copy of their qualifying degree or transcripts to their on-line application at the time of filing in the Attachments section.

SELECTIVE CERTIFICATION
In accordance with Charter Section 1010 (b) and Civil Service Rule 5.31, selective certification will be used for some positions that require certifications in one or more of the following areas. Only persons possessing the following at the time of filing may be considered for appointments to fill such positions.
Selective Certifications require Certificates of Completion. You must submit a Certificate of Completion for one or more of the following:
- Certified Compensation Professional certification
- Certified Executive Compensation Professional certification
- Executive Coaching Professional certification
- Organizational Design Certification
- Change Management Certification
NOTE:

In accordance with Civil Service Rule 4.2, all applicants who apply may not be tested in this examination. To meet anticipated hiring needs, only a limited number of qualified applicants will be invited to participate in the interview in the following order: 1) Los Angeles City Promotional applicants who meet the minimum requirements. You must have received a regular appointment to a City position or be on a reserve list to apply for this examination as a promotional candidate; 2) Applicants currently employed by the City of Los Angeles on a part-time or exempt basis who meet the minimum requirements; 3) Remaining applicants who meet the minimum requirements in sufficient numbers to meet hiring needs based on random sampling of those qualified candidates. Applications submitted during the filing period will be kept on file in the event that additional applicants need to be tested to meet hiring needs.
SELECTION PROCESS
Examination Weight: Training and Experience Questionnaire - 100%
The examination will consist of an evaluation of training and experience, wherein candidates may be evaluated on their knowledge, experience, professional background and personal qualifications, as they have provided the necessary skills and knowledge of: human resources and human capital principles and practices required to design and implement a human resources strategy aligned with organizational mission and long-term objectives; integrated, progressive human resources systems, including talent development, succession planning, labor relations, compensation, and workforce equity; employee and labor relations practices, including discipline, investigations, and grievance resolution; federal, state, and local employment and labor laws; and the ability to: lead complex, large-scale human resources initiatives within unionized and regulated environments; integrate workplace safety principles and regulatory requirements into workforce strategies; exercise sound judgment and strategic thinking when solving complex and high-impact organizational challenges; direct leaders and managers in order to foster accountability, ethical leadership, and high performance; lead multiple high-profile, high-risk, and politically sensitive initiatives; lead strategic planning efforts that foster innovation and continuous improvement while navigating political and cultural considerations; build trust and credibility through diplomatic engagement with executive leadership, labor partners, elected officials, and the public; communicate complex workforce strategies clearly and persuasively through written reports and presentations; prepare and present analytical reports that synthesize data to support the articulation and defense of controversial recommendations; and other necessary knowledge, skills, and abilities.
The Training and Experience Questionnaire will be administered on-line. Candidates invited to participate in the examination will receive an e-mail from the City of Los Angeles outlining the specific steps on how to complete the on-line Training and Experience Questionnaire. Candidates that do not complete the on-line Training and Experience Questionnaire as required will not be considered further in this examination. It is anticipated that the on-line Training and Experience Questionnaire will be administered during the period of
MONDAY, APRIL 6, 2026 to MONDAY, APRIL 13, 2026.
Training and Experience Questionnaires for all candidates who meet the minimum qualifications, and in accordance with Rule 4.2 as stated above, will be submitted to an expert review panel for evaluation. The expert review panel will assign a numeric score to each candidate based on an assessment of each candidate’s qualifications, as described on the candidate’s Training and Experience Questionnaire. Unsolicited supplemental information will not be submitted to the expert review panel.

- Appointment to this position is subject to a one-year probationary period as provided by Section 1011 of the Los Angeles City Charter.
- Candidates will accrue seniority credit at the rate of 0.10 of a point for each year of service in those City classes which provide qualifying experience for this position. A maximum of one point will be added to the score of the candidates.
- The promotional list will ordinarily be used ahead of the open competitive list. However, if open competitive candidates receive a higher score, without military credits, than the highest available promotional candidate, after adding seniority credit as indicated above, the Civil Service Commission, upon request of the appointing authority, may approve certification of such open competitive candidates ahead of the promotional candidates.

- A final average score of 70% is required to be placed on the eligible list.
- In accordance with Civil Service Rule, Sec. 4.24, review periods may be combined. Candidates in the examination process may file protests as provided in Sec. 4.20, 4.22 and 4.23 as applicable and within the required time frame; however, the Personnel Department may respond to and resolve protests prior to the establishment of the eligible list.
