Please note: The salary range above represents this position’s earning potential. The anticipated hiring range for this position will be $83,556 - $134,086 based on the candidate’s qualifications and experience.
WHO WE ARE
The Montgomery County Board of Elections (BOE) is responsible for administering Federal, State, and County elections within Montgomery County. We are the largest jurisdiction in the state of Maryland, with approximately 750,000 registered voters with the largest number of mail-in ballots cast, 58 vote-by-mail drop boxes, 14 early voting centers, and 232 polling places on election day. The recruitment and training of election workers are essential to the election process, equipping workers with knowledge and skills needed to administer efficient elections, assist voters, manage polling places, and upholding election integrity. Proper training ensures that election workers are equipped with knowledge, skills and hands-on experience to handle various situations that may arise during voting. In addition, Montgomery County Board of Elections conducts an extensive Outreach Program to recruit volunteers, engage the community and promote awareness of election processes.
The work of the Board of Elections is governed by Federal and State legal framework, Maryland State Board of Elections regulations, and county regulations and procedures.
WHO WE ARE LOOKING FOR
The Board of Elections is seeking a Program Manager to design, manage and supervise election critical tasks incorporating operational and legislative requirements into established processes within the Recruitment, Training and Outreach Program. The candidate will ensure delivery of legally mandated Community Outreach, Recruitment, and the Training programs, and placement of 4,000+volunteers across the county of diverse party affiliations to serve at 14 Early Voting Centers, 232 Election Day polling places.
Candidate must have strong leadership skills, and excellent communication and public speaking abilities. The candidate must show experience in designing, organizing and overseeing implementation of critical programs, delivered in a dynamic environment with legally set and operationally critical deadlines.
The candidate will be responsible for gathering, analyzing and maintaining data to ensure compliance with Maryland State Board of Elections’ program requirements and regulations, timely reporting to the Board and operational coordination across various Sections, County Agencies and external partners.
It is preferred that the candidate have knowledge of election procedures, voter outreach strategies and recruitment of volunteers.
The employee will work independently and report to the Election Director.
The successful candidate will exercise the key management functions related to recruitment, training and outreach, including:
- Supervise 1 (one) Training Program Specialist, 1 (one) Recruitment Administrative Specialist, 1 (one) Recruitment Administrative Specialist, and 1 (one) Outreach and Community Specialist and up to 30 temporary employees.
- Develop and implement recruitment strategies to ensure sufficient staffing of election workers.
- Organize and oversee comprehensive training programs for election workers.
- Develop and manage voter outreach initiatives to educate and engage the community.
- Coordinate with local officials and organizations to promote voter participation.
- Ensure compliance with election laws, policies and procedures.
- Maintain and report data on recruitment, training and outreach programs and activities.
- Provide cross-sectional support in delivery of the Board of Elections mandate.
This position requires the ability to attend meetings or perform work at locations outside the office.
Office hours are from 8:30am to 5:00pm, however during the election cycle employee will be required to work overtime that would include evenings, weekends and holidays depending on the workload.
Experience: Thorough five (5) years professional experience in a program/specialization area directly related to planning, designing, developing and managing volunteer programs.
Previous Supervisory experience is required.
Education: Graduation from an accredited college or university with a Bachelor's Degree.
Equivalency: An equivalent combination of education and experience
SPECIAL QUALIFICATIONS: You must be registered as a voter in the State of Maryland
Medical Exam Protocol: This position requires completion of a pre-employment Medical History Form to assess your ability to safely perform the essential duties of the role.

- Experience in applying innovative ways to increase recruitment of volunteers.
- Experience in analytical techniques to conduct studies, to analyze findings, and to make recommendations concerning effectiveness, efficiency and productivity of program.
